Mesrop Mesropyan, the chairman of the Public Services Regulatory Commission of Armenia (PSRC) and Hovsep Patvakanyan, the head of the Armenian representation of the Swiss development organization HELVETAS Swiss Intercooperation, signed a memorandum of understanding, the purpose of which is to establish cooperation within the framework of the program promoting inclusive and green economic development.

The memorandum creates a framework for cooperation between the parties in areas related to sustainable economic development, energy efficiency, green transition, improvement of the regulatory environment, effective management and use of energy resources. It also envisages cooperation in the areas of research, consultancy, knowledge sharing, capacity building, stakeholder engagement and development of recommendations for energy sector improvement and market development. Special emphasis is placed on strengthening the institutional and professional capacity of the commission, including through the organization of training programs, expert exchanges, seminars and other professional development initiatives.
Speaking after the signing ceremony, the president of the PSC, Mesrop Mesropyan, emphasized the practical importance of cooperation.
“The energy sector is undergoing rapid transformation, creating new challenges for regulators. Effective regulation today requires not only strong institutions, but also modern expertise, continuous professional development and close cooperation with international partners. We appreciate the willingness of HELVETAS to support capacity building and knowledge sharing. This Memorandum will provide new opportunities for strengthening the Commission’s institutional capacity, improving regulatory practices and supporting sustainable development in Armenia,” said Mesropyan.
Mesropyan also noted that the cooperation will contribute to the introduction of modern approaches to energy regulation, will promote the exchange of international best practices and will support efforts aimed at creating a more predictable and investment environment in the sector.
Hovsep Patvakanyan, head of the Armenian representation of HELVETAS Swiss Intercooperation, emphasized the importance of cooperation in promoting sustainable economic development.
“We are happy to establish cooperation with the Commission and believe that capacity building and knowledge sharing will contribute to the formation of a more efficient and sustainable energy sector in Armenia. After the signing of the memorandum, we look forward to the implementation of practical initiatives that will provide long-term benefits for the energy sector,” he noted.
The parties expressed confidence that the memorandum will serve as a solid basis for practical cooperation and implementation of initiatives contributing to Armenia’s sustainable economic and energy development.
