According to Anatoly Isachenko, the president instructed the authorities to develop Shklov district, alongside Orsha District in Vitebsk Oblast, as a model territory for regional development.Implementation of this task includes several major projects, such as the establishment of a district agricultural service enterprise, a feed mill and a dairy processing plant.

Mogilev Oblast currently has eight fertilizer storage facilities, all of which are expected to become inter-district centers in the future. Following the completion of work in Shklov District, a similar facility will be modernized in Gorki District.“The renovation of one fertilizer storage facility costs approximately Br5 million. The figure may vary slightly, but our calculations are roughly in that range. Considering the value of the fertilizers stored there, these are not huge sums. This work must be done,” the governor emphasized. He noted that maintaining such facilities in every district would be impractical because they require railway access, unloading infrastructure and supporting logistics. “This infrastructure was created years ago. We are now restoring, revitalizing and, where necessary, improving it. Fertilizers have changed, as have many other requirements. We will modernize these facilities and bring them up to current standards,” he said.
Another key project is the Shklov district agricultural service enterprise. “This is exactly the type of enterprise the region needs. Shklov District will demonstrate both the practical results and the approaches we are using,” Anatoly Isachenko noted.
Under the president’s instructions, the dairy processing plant in Shklov is scheduled for completion by the end of 2026. “All work is proceeding according to schedule, and I believe the task will be fulfilled,” he said.

The governor stressed that Shklov District already possesses all the necessary infrastructure to become a benchmark district and continue its development. “It has agricultural machinery services, agricultural chemistry facilities, a flax-processing plant, construction organizations, road maintenance companies, a dairy plant and a feed mill. The entire infrastructure required for future development is already in place. Such districts should be self-sufficient. We were given this task, we have carried it out, and we will report on the results to the head of state,” Anatoly Isachenko said.
