In Uzbekistan, the procedure for providing public services in the construction sector will be simplified, and excessive bureaucratic requirements for entrepreneurs will be reduced. The new procedure aims to significantly reduce the time and costs of obtaining a building permit.
Decree of the President “On the introduction of result-based management in the construction sector and measures to simplify public services in the sector” was accepted.
According to the document, starting from September 1, 2026, a number of state services in the field of construction will be unified throughout the republic, and a system of providing a request for architecture and urban planning will be introduced into a single state service.
Also, from July 1, 2026, the process of connecting objects to engineering and communication networks will be carried out based on the principle of “1 application – 1 payment – all connection points”.
Some excessive agreement procedures in the field of construction are also canceled by the decree. In particular, if there are changes that do not affect the strength, fire safety and function of the building, the requirement to re-negotiate with the regional councils for the urban planning expertise of the project will be removed.
In addition, entrepreneurs will be given an additional five working days to eliminate deficiencies identified in the process of public services.
From September 1, 2026, a system of video surveillance cameras will be introduced in the control of construction objects. It will be mandatory to install cameras in high-rise buildings, social sector facilities, hotels, tourism, trade and industrial facilities, as well as budget facilities with a value of more than 3 billion soums.
Officials say that these measures will increase transparency in the construction sector, digitize services and create a favorable environment for entrepreneurs.
