The president of the IPS, Isaías Fretes, revealed that Jorge Brítez’s administration rejected payments from the Prosecutor’s Office for a debt of G. 11,000 million. He indicated that they are now seeking to unblock the debt and regularize the rental of the property.
Last Wednesday, June 11, the president of the Social Security Institute (IPS), Isaiah Fretesheld a meeting of approximately 15 minutes with the State Attorney General, Emiliano Rolón Fernández. Although the meeting was held under strict initial secrecy and no official details were provided about the reason for the meeting, internal sources of the pension confirmed that the central axis was a debt for the occupation of a social security building.
Regarding this meeting, Fretes presented this morning a serious inherited administrative situation of the previous management, headed by who was president of IPS from August 2023 to April of this year, Jorge Britez. According to Fretes, the pension system is at a financial crossroads due to the lack of management and the unjustified rejection of rental payments owed by the Public Ministry.

The debt, which amounts to about G. 11,000 millioncorresponds to the lease of the building located on Nuestra Señora de la Asunción street, almost Haedo. According to Fretes, the State Attorney General, Emiliano Rolón Fernández, stated during the meeting they held that an attempt was made to honor this commitment a year ago, but the administration of Brítez refused to accept the fundsgenerating a scenario of avoidable default.
“Laziness” and lack of contract, says Fretes
The head of the IPS was blunt when describing the situation as an example of “apathy“Institutional. During his tour this morning at the 12 de Junio Hospital, Fretes questioned how an administration can reject payment from a state entity, forcing them to generate default interest which now the Prosecutor’s Office refuses to cover.

“He had G. 10,000 million in his pocket to pay and they did not accept him. “He (Attorney General) comes with justified reason and says: ‘Please, receive me this money that I want to pay.’ But they forced him to default,” Fretes lamented.
In addition to the debt, the president of the IPS revealed a major irregularity: the rental contract It has not been renewed for 10 years. “It is an absolute irregularity. They did not give importance to the institution and because of the sum of situations like that, the IPS is as it is,” he questioned.
Agreement at the door
Fretes explained that the IPS and the Prosecutor’s Office have made progress on two key points that will be put to the consideration of the Board of Directors:
- Exemption of interest: Fretes announced that, in his opinion, it is fair to exonerate the Prosecutor’s Office from late payment interest, given that it was the IPS itself that blocked the payment at the time.
- Compensation for improvements: It was agreed that the repairs and investments in infrastructure carried out by the Public Ministry in the building will be deducted from the monthly fee of G. 300 million.
