Failure is luxurious for a minister when, thanks to an infinite overdraft from the citizens, he can simply order the same type of ship again for one and a half times the price, or another fighter jet project, or another tank. The area exemption from the debt brake, intended to quickly re-equip the Bundeswehr, obviously tempts waste of any kind.
