The Law Committee will once again consider a proposal to accede to the UN Convention against Corruption.
Naalakkersuisut must immediately start working to ensure that Greenland is included in the UN Convention against Corruption. This is what a proposal from member of Inatsisartut Pipaluk Lynge (IA) reads.
The proposal was seconded on Thursday, and it splits the parties in Inatsisartut.
The split was already written in the Legislative Committee’s report. Four parties are represented in the committee, and there are three different options for the proposal.
Demokraatit’s two representatives in the committee supported an amendment from Naalakkersuisut. IA’s and Atatsut’s representatives wanted the original proposal adopted. And finally, Naleraq’s representative wanted the original proposal rejected.
Presented another amendment
All parties support the overall objective of the proposal to fight corruption, but the problem is that joining the convention is assessed to have financial and administrative consequences, which will create pressure on the administrative administration.
In addition, some of the central rules governing efforts against corruption are already contained in the legislation that applies to the public administration today.
During the consideration of the proposal in Inatsisartut on Thursday, the parties maintained the division. The discussion began with Naalakkersuisut putting forward a new amendment proposal, which in wording is very close to Pipaluk Lynge’s original proposal:
“Proposal for Inatsisartut decision that Naalakkersuisut be required to work for Greenland to be covered by the UN convention against corruption. Naalakkersuisut must regularly inform Inatsisartut about the status.”
Submitted by Asii Chemnitz Narup in 2022
The new proposal led IA’s member of the Law Committee, Nivi Rosing, to recommend that the proposal should be sent back for renewed committee consideration.
Naleraq committee member Kuno Fencker backed Nivi Rosing, as did Siumut. Thus, the Law Committee must reassess the case.
In her justification for putting forward the proposal, Pipaluk Lynge writes, among other things, that she believes that the risk of unethical and corrupt actions in Greenland today is greater than in the past, and therefore it is extremely important to strengthen international cooperation and adherence to conventions.
She also points out that the proposal was also put forward in the last election period by then member of Inatsisartut Asii Chemnitz Narup from Inuit Ataqatigiit.
At that time, Naalakkersuisut put forward an amendment that Naalakkersuisut should instead be required to draw up a comprehensive anti-corruption strategy, which was adopted.
