SAN MARINO – The Secretariat of State for the Territory and the Environment expresses regret and concern for the dismissal of the criminal proceedings relating to the abandonment of two kittens, which occurred last August 9 inside a plastic bag, in a dumpster near the State Hospital. One of the two puppies, despite the care received, did not survive.
In compliance with the Judicial Authority’s assessments, the Secretariat acknowledges that it was not possible to identify the person responsible for the incident. The affair had sparked indignation in the San Marino community.
The administration expresses closeness to the San Marino Animal Protection Association (APAS) and to the volunteers who worked to save the two animals. Thanks are also addressed to the town that welcomed and adopted the surviving kitten.
The Secretariat also announces its intention to investigate, together with the competent bodies and the police forces, possible interventions to strengthen controls at waste collection points and in the most sensitive areas of the territory. Among the hypotheses indicated are the extension of video surveillance and the use of additional control tools, in compliance with the rules on the protection of personal data.
The objective is to prevent new episodes of abandonment and mistreatment of animals and encourage the identification of those responsible. The Secretariat underlines the need for animal protection rules to be accompanied by concrete tools to guarantee their application.
Finally, it appeals to citizens to promptly report any incidents of mistreatment or abandonment to the competent authorities, remembering that the protection of animals represents a responsibility shared by the entire community.
