“Armenpress”According to the report, the National Assembly is discussing the project on making changes to the laws “On Civil Service” and “On Public Service”.
The project was presented to the parliament by the head of the civil service office of the RA Prime Minister’s office, Vache Kalashyan.
According to him, the main goal of the initiative is to increase the attractiveness of the public service and implement the talent management approach adopted by the Public Administration Reform Strategy.
“With the changes, it is planned that interns can also be paid. Until today, there was an imperative requirement under the current legislation that they are not paid,” said Kalashyan.
The draft also envisages that the seniority of interns will be calculated not only in case of holding a civil service position, but also in case of holding any public service position.
According to Kalashyan, with the proposed changes, the seniority of interns is also given retroactive effect. In other words, the seniority of the persons who have completed the internship up to now will also be considered the seniority of public service.
“Until now, the seniority of all interns should be considered as public service seniority,” he said.
The draft envisages that the specifics of the inclusion of interns in state bodies, the procedure for calculating their length of service, participation in work and remuneration will be defined by the appropriate order of the coordinating deputy prime minister. A period of 6 months after the adoption of the law is set for the adoption of that order.
Kalashyan mentioned that the regulation on remuneration will come into force after the adoption of the relevant order.
“I am sure that this visible change will significantly increase the attractiveness of public service and will be heard by our young people who are motivated to realize their constitutional right and enter public service,” Kalashyan said.
The draft also provides that if a person has held a public, community position, expert or intern position in violation of the law, then that period will not be included in the seniority of public service.
