/MONTSAME/. Recently, the 11-11 Center (government call center) has
received a significant number of complaints and suggestions regarding the
monitoring of foreign nationals residing in Mongolia. In response, the Immigration
Agency has provided detailed information on foreign citizens living in the
country for official and private purposes.
According to the Law on the Legal
Status of Foreign Nationals, up to 3% of Mongolia’s total
population—approximately 107,000 foreign nationals—may reside in the country.
This includes a cap of 35,000 citizens from any single country for private
residency.
As of April 30, 2026, a total of
34,241 foreign nationals from 133 countries are residing in Mongolia for
official or private purposes.
Foreign residents staying for private purposes account for 0.94% of Mongolia’s total population, while nationals of any single country comprise 0.6%. More than half (52.4%) of these foreign nationals reside in Mongolia for employment purposes. Specifically, 17,944 foreign
workers are employed under the invitation of 2,189 entities and organizations.
Approximately 39.3% of them are working in construction, assembly, roads,
bridges, and development, 25.4% in geology, mining, petroleum, and energy, and 17.1%
in manufacturing and service sectors.
Category “C” residency
permits for employment are issued based on work permits granted by the General
Authority for Labor and Welfare Services and remain valid for the duration of the permit. Employers of foreign workers must pay a monthly workplace fee
equivalent to double the minimum wage. These funds are centralized in the
Employment Promotion Fund to support the employment of Mongolian citizens. The
revenue amounted to MNT 124.9 billion in 2024, whereas in 2025, it reached MNT 189.8
billion.

resident numbers, visas, permits, and violation resolutions are updated by the
10th of every month on the website: www.opendata.gov.mn
In April, the Immigration Agency
received 79 applications and complaints, resolving 70 of them. The overall
resolution rate stands at 93.1%, with 25 applications currently under review or
in the final stages of processing.
