The Democratic Unitary Platform (PUD), which brings together the main opposition parties in Venezuela, presented a document that they described as “Roadmap to achieve a Democratic Transition in Venezuela.”
In the text, the opposition coalition establishes that the country is not yet in a transition process and proposes a plan structured in three stages to restore the constitutional order fractured after the capture of Nicolás Maduro.

The proposal arises in response to the need to channel the citizen will and the international support in a institutional mechanism that allows the celebration of free, competitive and fair elections.
In Venezuela “there is no transition”
As a starting point, the PUD emphasizes that the absence of institutional independence and the use of the state apparatus to restrict political competition currently prevent the exercise of popular sovereignty. Therefore, they propose that the transition must be a verifiable political process and not just a rhetorical concept.
“Without stabilization there is no recovery. Without recovery there are no free elections. Without free elections there is no democratic transition,” states the document that was presented this week by the opponents, who have progressively begun to resume the public agenda, after the capture of Nicolás Maduro on January 3 and the application of the Amnesty Law, which has freed more than 500 political prisoners according to figures from the Penal Forum, an independent organization.

The roadmap designed by the unitary alliance is divided into phases:
1. Stabilization (Reinstitutionalization): It focuses on the recovery of civic space (freedom of the press, association and demonstration) and the autonomous functioning of institutions.
2. Economic recovery and reconciliation: Seeks to restore national confidence, rebuild the social fabric and adopt policies that rescue the country’s productive apparatus under a framework of justice and non-persecution.
3. Transition: This phase consists of holding elections at all levels of the State, guaranteeing that the result is a faithful reflection of the popular will.

Urgent confidence measures
Within the stabilization phase, the PUD considers it “essential” to comply with immediate measures to give credibility to any political approach. These include:
-The dismantling of the repressive apparatus.
-The full release of all political prisoners.
-The cessation of judicial and administrative persecution against dissent.
The role of negotiation and international support
The coalition confirms that political negotiation will be the necessary tool to make this process viable and generate guarantees for all the actors involved.
In this sense, they emphasize that the international community must act as an “active companion and independent verifier” to monitor compliance with the commitments made.
Finally, the Unitary Platform claimed its legitimacy as the most voted coalition in the recent history of Venezuela, reaffirming its willingness to lead this effort alongside the leadership legitimized by the vote to achieve a peaceful and constitutional solution to the current crisis.
During the presentation of this proposal, María Corina Machado participated through a video call; He assured that Venezuelans are ready for new elections that allow for the democratic transition.
