The Attorney General’s Office was seized of a formal complaint filed by the president of the Generation of Servers (GenS) party, Carlos Peña, against directors of the Energía 2000 company.
The legal action directly points to Joaquín Guillermo Estrella Ramia and Leonardo Aguilera, members of the board of directors and partners of the aforementioned energy company, as well as Samuel Pereyra Rojas.
The request filed through lawyers Francisco Puntiel Sarante, Wander Yasmil Díaz Sena and Teodoro Díaz Cuevas, requests the intervention of the Specialized Prosecutor’s Office for the Prosecution of Administrative Corruption (Pepca) and the Prosecution Directorate of the Public Ministry, headed by Mirna Ortiz and Wilson Camacho, respectively. The crimes charged in the complaint include association of criminals, fraud against the State, embezzlement, coalition of officials.

According to the complaint, the company Energía 2000 would have received financing amounting to approximately 21 million pesos, during the period in which Estrella Ramia held a high-level position on the Board of Directors of the Reserve Bank.
The complaint highlights that Pereyra Rojas served as administrator of the Reserve Bank from 2020 to 2025, chronologically coinciding with Estrella Ramia’s tenure on the governing body of the state banking institution.
It should be noted that the Monte Cristi Prosecutor’s Office summoned Pastor Carlos Peña Batista on April 20 to answer for accusations of blackmail, extortion, defamation and insult, after a complaint filed against him by the company Energía 2000, SA.
