The deadline for the commission designated by the executive management of the Modern Revolutionary Party (PRM) present the first report on the changes to be made to the statutes of the ruling party due next Sunday, June 14.
The statutory reform to the regulations that govern the internal life of the PRM was officially proposed on May 27, when the authorities of that political organization indicated that the purpose of the initiative is “seeks to guarantee a participatory, orderly and representative reform.”
Although the statement in which the PRM proposes the reform of its statutes does not indicate that it seeks the extension of its authorities, the proposal arises after the executive management proposed that both José Ignacio Paliza (party president), Carolina Mejia (general secretary) and the provincial and local authorities, will remain in their respective positions beyond this year, when their terms are supposed to expire.
To achieve this purpose, the modification would have to be made to article 152 of the internal regulations of the ruling party, which indicates that the duration of the PRM authorities at the national, local and foreign levels will be four years.
While the other change would be in article 21 of the statutes, which states that only due to an extreme cause of force majeure, duly justified and recognized and approved by the Executive Directorate, the Ordinary National Convention may not be held on the corresponding date and that once the Ordinary National Convention is postponed, the National Internal Elections Commission will have a single period of up to 45 days to hold it.
With only one week remaining until the deadline for the “special commission” to present the first report to the party’s Statutory Commission, it is still unknown what the content of that first document will be.
“The only thing I can tell you is that the initiatives aimed at modernizing the PRM are completed. These will be made public on June 14 when we formally present it to the executive management,” was what was said by Guido Gómez Mazaramember of the special commission, when contacted by reporters from LISTÍN DIARIO.
In addition to the president of the Dominican Institute of Telecommunications (Indotel), Roberto Fulcar, Darío Castillo, Sigmund Freund, Dionicio De Los Santos, Yadira Henríquez and Salvador Ramos are part of the commission.
Renewal process
The proposal for a reform of the statutes is the latest of the episodes related to the chaotic process of renewal of the authorities, which the PRM is supposed to carry out this year.
The first disagreements began to develop after the leadership promoted the “consensus” method for the selection of the new authorities, in search of preventing these disputes from generating friction. The method was widely rejected by multiple party leaders, from rank-and-file committee members to deputies, which caused the PRM leadership to propose the extension of the national leadership of the ruling party until 2027 and 2028.
It was made official on May 15, indicating that the current economic situation of the country, produced by the crisis in the Middle East, pointing out that given by the political organization is that militancy must “remain focused” on the tasks of government, on the institutional stability of the country and on “fulfillment of the commitments assumed with Dominican society, within the political and electoral context for 2028.”
The statement caused multiple leaders to show their public rejection of the proposal, indicating that this would be a “strong blow” to the internal democracy of that political organization; while others supported the causes indicated in the official party document.
Provincial meetings
Part of the construction process of these modification proposals are the provincial meetings that took place between Friday and Saturday to communicate to the PRM militants what the intention of this reform would be.
One of them was held on Friday on Domingo Savio and was headed by Paliza vice president Milagros Ortiz Bosch, the organization secretary, Deligne Ascención, the president of the PRM in the National District, Fellito Subervi, and the member of the Executive Directorate, Alfredo Pacheco.
There, Paliza highlighted the spirit of unity and strength of the Perremeistas in this meeting, and predicted that “in May 2028 the PRM will win again to make the country that we all dream of.”
While Suberví encouraged pro-government officials to “open the doors” for the “base leaders” and not forget about them.
Provincial meetings have also been held in Bahoruco with the leadership of the municipalities of Tamayo, Galván, Neiba, Villa Jaragua, Los Rios and Chavelina, headed by the commissioner member of the Executive Directorate, Elizabeth Mateo and Senator Guillermo Lama.
In Monte Plata, headed by commissioned member Darío Castillo, and in Montecristi by Fernando Durán. In San Juan, led by the member commissioned by the Executive Directorate Rafael Salazar and in Samaná by Senator Alexis Victoria Yeb.
