State government finance personnel from across Palau have successfully completed the second graduation of the “QuickBooks Desktop 2024 Execution Course,” strengthening financial management capacity and improving accountability across public offices. The training marks another step toward modernizing government accounting systems and enhancing efficiency in fiscal reporting.
Officials gain hands-on accounting and reconciliation skills to improve government transparency
KOROR, Palau — State government financial staff from across Palau have completed the second graduation of the “QuickBooks Desktop 2024 Execution Course,” a five-day program aimed at strengthening public financial management systems and improving accountability across state governments.
The course, which ran from April 27 to May 1, 2026, was organized by the Bureau of Domestic Affairs under the Ministry of State in partnership with the Office of the Public Auditor, state governments and Palau Community College.
This second cohort expanded participation from Aimeliik, Airai, Hatohobei, Kayangel, Melekeok, Ngarchelong, Ngardmau, Ngchesar, Ngeremlengui and Sonsorol states, continuing the rollout of a national fiscal development initiative designed to standardize financial reporting and strengthen audit readiness.
Participants completed eight core fiscal modules using QuickBooks Desktop 2024, focusing on practical, hands-on skills in reconciliation, error correction, daily transaction reporting and compliance with Public Financial Management Standard Operating Procedures (PFM SOP). The training emphasized accuracy, consistency and timely financial reporting to support informed decision-making at the state level.
Officials said the program is intended to improve the reliability of financial records and ensure that state governments can better manage public funds and meet audit requirements.
The closing and awarding ceremony was held at the Palau Community College Assembly Hall. It opened with an invocation and closing prayer delivered by Hedrick Kual, dean of PCC Continuing Education. Palau Community College President Dr. Patrick U. Tellei delivered opening remarks.
Minister of State Gustav N. Aitaro gave closing remarks, commending participants for their commitment to strengthening fiscal accountability and institutional capacity.
The ceremony was attended by national and state leaders, including Airai Delegate Stephanie Ngirchoimei; Airai Governor Norman Ngiratecheboet; Ngardmau Governor Jennifer K. Ngiraiwet; Ngchesar Governor Jackson Doktok; Sonsorol Governor Lucy Pedro; Aimeliik Vice Speaker Nelson Eriich; Kayangel Speaker Frederick R. Renguul; Ngarchelong Speaker Abraham Osima; and Hatohobei legislator Hercules Emilio.
Officials said the broad participation demonstrated a unified commitment to improving financial governance across Palau’s state governments.
Organizers described the program as sustainable and repeatable, with continued support from Palau Community College Continuing Education to ensure ongoing capacity building in public financial management. (Source:BDA)
