Congressman Jim Costa (D-California) has introduced an important amendment to HR 8595, the Homeland Security, State Department, and Related Programs Appropriation Act of 2027.
This amendment provides that the Ministry of Defense, in cooperation with the State Department, must submit a report to Congress assessing the damage, destruction, and ongoing threats to Armenian Christian religious, cultural, and historical heritage sites located in Artsakh by Azerbaijan.
The text emphasizes that the ethnic cleansing carried out by Azerbaijan, as a result of which 120,000 Armenians were forced to leave Artsakh, was not limited to population displacement.
They also continued with the systematic destruction of cultural heritage through actions against churches, monasteries, khachkars and centuries-old historical and cultural monuments.
This is qualified as a blow to Armenian identity and Christian heritage.
It is also noted that the Rules Committee of the House of Representatives will soon begin the discussion of the proposed amendments.
If it is found procedurally acceptable, the entire House of Representatives will have the opportunity to vote on Costa’s proposed amendment, either individually or as part of a combined package.
