He Ministry of Economy and Finance (MEF) This Monday, April 20, enabled the digital platform for the registration of Negotiable Payment Certificates for Preferential Interest (Cepanim)allowing beneficiaries to start the process virtually throughout the country.
The tool seeks to speed up the registration process for those who are entitled to this economic benefit, derived from the payment of interest for late payment related to the second item of the thirteenth month corresponding to the period between 1972 and 1983.
The entity activated two links to access the Cepanim registry: cepanim.mef.gob.pa and www.mef.gob.pa.
The disbursement of the Cepanim is scheduled for June 2026, as established by the authorities.

–Click “Enter” and register by completing your personal information:

–Within the system, choose the option “Living beneficiary” and fill out the form with the requested information:

–At the end of the process, you will receive a message confirming that your request was registered correctly.
In accordance with Law No. 506 of Panama, public servants and private sector workers affected by the withholding of the second item of the thirteenth month during the period 1972–1983 are entitled to this benefit.
The regulations also establish that, in the event of the death of the beneficiary, the right can be transferred to his heirs without the need to initiate a judicial succession process.
Regarding the order of priority, the payment corresponds first to the surviving spouse or legally recognized cohabitant. If it does not exist, the benefit will be granted to the child who has been in the care of the holder, or distributed in equal parts among the surviving children.
