The European Union Delegation and the diplomatic missions of EU member states in Libya have welcomed the conclusion of the UN-facilitated Structured Dialogue, praising its recommendations as the outcome of a “Libyan-led and Libyan-owned” process.
In a statement, the delegation called on all Libyan stakeholders to engage constructively with the dialogue’s recommendations in order to place the country on a path toward renewed institutional legitimacy and the reunification of state institutions through free and fair national elections.
The EU also commended participants across the dialogue’s four tracks, saying the recommendations emerged from open discussions and consensus among those involved. It further expressed appreciation for UN Special Representative of the Secretary-General for Libya, Hanna Tetteh, and her team.
The European Union and its member-state missions reaffirmed their support for the mediation efforts led by the United Nations Support Mission in Libya, aimed at promoting stability, sovereignty and institutional unity in the country.
The statement comes days after members of the Governance Track of the Structured Dialogue told members of the High Council of State that several participants had reservations about some of the recommendations, arguing that they did not accurately reflect the discussions held during the dialogue or align with national interests.
Governance Track participants also stated that the final recommendations do not represent their views, referring to an earlier statement in which they rejected the outcomes and explained the reasons for their objections.
They further argued that the absence of several political figures and national elites from the closing session reflected growing dissatisfaction with the way the dialogue process was managed, stressing the importance of transparency, national consensus and balanced participation by all stakeholders to support stability and address Libya’s ongoing challenges.
