The Minister of National Education, Mohamed Saghir Saadawi, when he received members of the National Committee for Social Services this evening, at the ministry’s headquarters in Mouradia, proposed finding a practical and effective mechanism to accompany sector employees, especially those with limited income, during events of a religious nature, most notably Eid al-Adha, whether through approving a financial grant or adopting a soft advance formula, or combining the two options according to a careful study that ensures a balance between responding to needs and available financial capabilities.
In this context, the Minister stressed the necessity of adopting a flexible approach based on a careful study to allow a clear and transparent decision to be made and announced to the sector’s workers.
As for the second concern presented by Saadawi, it related to the situation of employees referred to disability, as the minister called for the necessity of adopting a mechanism to take care of this category, and not lose them from benefiting from social services due to the approved administrative processes.
In this context, he was directed to organize a technical working session as soon as possible, which includes the relevant departments at the ministry level, with the possibility of involving the relevant bodies, with the aim of studying the legal formulas capable of dealing with this file, in a way that achieves fairness and takes into account the professional path of those concerned.
The Minister also stressed the need to adopt a direct communication mechanism based on information with sector employees, by regularly informing them of the decisions taken, through explanatory statements and official publications showing how resources are spent and the fate of the files being processed. He highlighted that this approach would enhance confidence and limit circulating interpretations, especially through social media, recalling in this context that the electoral nature of the committee gives it direct responsibility for frank communication with the workers’ base.
On the other hand, the Minister stressed the need to digitize the management of social services in a comprehensive manner, including human and financial resources, property, and equipment, allowing for the establishment of an accurate and unified information system that ensures transparency, facilitates decision-making, and enables real-time follow-up of various operations. He stressed that the relevant ministry’s interests are fully prepared to accompany the committee technically on this path, in accordance with the national direction for digital transformation.
The Minister also called for valuing and exploiting the properties of the National Committee and state committees, and protecting them from neglect or infringement, by taking urgent practical measures, whether by preparing them or securing them, stressing that the proper management of these assets is an integral part of the committee’s responsibility in serving the sector’s employees.
At the conclusion of the meeting, the Minister reiterated his affirmation of the Ministry’s readiness to accompany the National Committee for Social Services in various aspects, whether in terms of providing data or technical supervision, in exchange for the Committee’s commitment to submit accurate periodic reports on its performance, and to actually take care of priority concerns. He also stressed the need to exploit the margin provided by the legal framework, while taking the initiative, when necessary, to propose organizational amendments in coordination with the competent authorities, allowing for the development of work mechanisms and improving the level of taking care of the social-professional concerns of employees of the national education sector.
