Nearly 400 families residing in the OPPE 30 and 34 urban complexes, in the Caraballeda parish of the state La Guairaasked the Habitability and Housing Commission to update the classification of their buildings, in order to manage bank loans aimed at the acquisition of residences.
The affected owners and tenants maintain that the double earthquakes of June 24 made those structures uninhabitable.
Although the properties have a red inspection label, the technical sheets uploaded to the public system do not register them under the category of “collapsed building.”
This administrative discrepancy has paralyzed the funding requests before public and private banks, whose approval policies require explicit certification of collapse or total loss to release relocation funds.
The neighbors report that this situation has been going on for more than three months, a period in which access to the digital registry was blocked and subsequent inspections maintained the red label of “access not permitted”, something insufficient for banking requirements.
Given the stagnation of the procedures, the organized communities of the central coast They requested another technical survey on the ground to correct the inconsistencies in the damage catalog and allow the credit applications to advance.
“The bank requires that the label say collapsed so that they can approve our credit,” said Félix Pineda, one of the neighbors affected by the situation, explaining that the registered classification does not reflect the conditions of the infrastructure.
Oriana Cardona, victim of Caraballedadenounced: “Initially the buildings were registered as ‘collapsed building’ and later they blocked access to that information. Although they promised to replace the labels, the new ones maintain a red classification of unauthorized access, which is also not accepted by public banks to process credits.”
The OPPE 30 and 34 community awaits the technical reevaluation of the Habitability Commission and Housing to adapt the risk certificates of structures damaged by seismic events.
