The Competition Authority has imposed new measures and obligations on the operators Vodafone Albania SHA and One Albania SHA in the retail market of mobile services, after the completion of the in-depth investigation.
According to the official announcement, the decision of the Competition Commission aims to correct the problems identified during the investigation and increase consumer protection, through more transparency, options for choice and access to more favorable packages.
The Competition Authority, during the investigated period, found progressive and approximate price increases, high similarity between operators’ packages, reduction of offers with lower prices, as well as deficiencies in the documentation of costs that justify tariff changes.
Based on the decision dated 24.07.2026, Vodafone Albania and One Albania must offer special and more favorable packages for pensioners and students aged 18-23 within 90 days.
Also, the operators must guarantee that the most economical packages are also available at the physical points of sale and not only through applications or digital channels.
The decision determines that subscribers, after the end of the contract, should have the right to switch to a cheaper package, without penalties and without unjustified obstacles.
Likewise, any change in the price, content or validity of the packages must be notified individually to the subscriber, clearly and at least 30 days in advance.
The authority has also decided that any price increase must be based on documented cost analyses, which operators must keep for a period of five years.
According to the decision, the new packages must have real differentiation and not limit the choice of consumers, while the standard contracts must receive the preliminary evaluation of the Competition Authority for the avoidance of unfair clauses.
Procedures and deadlines for porting the number from one operator to another must be clearly and comprehensibly defined in contracts with subscribers.
The Competition Authority announced that all imposed obligations will be monitored for one year from the entry into force of the decision. In case of non-implementation of the measures, Vodafone Albania SHA and One Albania SHA will face the penalties provided by the legislation in force.
