
Acting Corporal Steven Celestine of the Commonwealth of Dominica Police Force (CDPF) has successfully completed the 2026 Legal Aspect of Maritime Security Operations (LAMSO) course, further strengthening the Force’s expertise in maritime security.
According to a statement from the CDPF, the intensive four-week programme was delivered by the Defense Institute of International Legal Studies at the Defense Security Cooperation University and ran from May 22 to June 18, 2026. The training brought together participants representing 23 countries.
The CDPF said the programme was tailored for military commanders, legal advisers, maritime law enforcement personnel, and civilian professionals working in related fields.
“Designed for military commanders, legal advisors, maritime law enforcement operators, and their civilian counterparts, the course provided a comprehensive understanding of the legal aspects of maritime and naval security operations,” the statement added.
Throughout the programme, participants explored the international legal framework governing military and maritime law enforcement operations. They also examined U.S. maritime law enforcement regulations and procedures as possible models that could help strengthen operational capacity within their own countries.
Among the major topics covered during the course were the Law of the Sea, Rules of Engagement, the Law of Armed Conflict, and Humanitarian Assistance and Disaster Relief.
The CDPF noted that Acting Corporal Celestine’s successful completion of the programme reflects the Force’s ongoing commitment to investing in professional development, fostering international partnerships, and enhancing Dominica’s maritime security capabilities in order to better protect and serve the public.
The statement concluded by congratulating Acting Corporal Celestine on the achievement, stating, “Congratulations, Acting Corporal Celestine! Your dedication to excellence brings pride to the Force and the nation.”
