The Committee on Health, Women’s Affairs, Family, Social Affairs and Persons with Disabilities of the Assembly of People’s Representatives (ARP) will hear tomorrow, Tuesday, May 5, 2026, a group of deputies, authors of an organic bill relating to the establishment of the general framework of the health sector.
Bearing the number 24 of the year 2025 and supported by 105 deputies, this bill aims to establish a general status for the sector. Composed of 96 articles divided into four titles, the text aims, according to the explanatory memorandum, to remove the numerous structural obstacles in the sector in order to guarantee the continuity of care, particularly in the interior regions.
This proposed status would apply to all health executives and workers in specific bodies, whether they are assigned to the central administration of the Ministry of Health, to external services, to public health structures, to administrative establishments or to companies and offices under supervision.
The first title, devoted to general provisions and which includes 17 articles, defines the beneficiaries as well as their rights, duties and bonuses. And this, with the aim of promoting health professionals and slowing the exodus of skills to other sectors or abroad.
Note that article 9 of the proposed text criminalizes any form of aggression, threat, contempt or defamation against a health professional in the exercise of their duties. It requires the administration to ensure the protection of the professional against any threat or attack and, where applicable, to repair the damage suffered.
The second title deals with recruitment, evaluation, working hours, tenure, leave, discipline as well as definitive termination of duties. The third title concerns trainee agents and is dedicated to the conditions of internship and tenure, while the fourth and last title governs the granting of exceptional bonuses.
