The assembly members Keevin Gallardo and Mishel Mancheno, from the National Democratic Action (ADN) benchpresented a bill that proposes the creation of a new national holiday on September 11 each year, commemorating the approval of the first constitutionwhich gave birth to the Republic of Ecuador in 1830.
The legislative initiative is contained in five articles, two general provisions and one final. It has the support of 18 signatures from the legislators of the ruling party.
The bill also proposes to declare the period between September 11, 2029 and September 11, 2030 as a retirement year.. Furthermore, within the framework of the commemoration of the bicentennial of the first constitution of the Republic of Ecuador, it proposes that the city of Riobamba host the Summit of the Americas.
The proposal is called the Law that Declares September 11, 1830 as Ecuadorian Day as a National Civic Date.in memory of the fact that in the city of Riobamba the Constituent Assembly approved and signed the first constitution of the Republic, which formally gave birth to Ecuador as a subject of political law.
Through this recognition, it is intended that the Ministry of Education, Sports and Culture, together with higher education institutions and society as a whole, actively promote academic and cultural programs that strengthen the national memory and identity of the country.
To ensure that this recognition has an effective and national impact, the proponents consider that it is imperative to integrate it into current labor regulations. For this reason, The project proposes to reform the Labor Code and the Organic Law of the Public Service (Losep) to include September 11 in the catalog of mandatory national holidays.
Likewise, it is established that the National Assembly must commemorate this anniversary through formal plenary sessions, coordinating efforts with the decentralized autonomous governments for the implementation of educational activities and commemorative events throughout the territory.
The bill states that, during the week of September 11 of each year, the different permanent specialized commissions of the National Assembly must compulsorily convene an ordinary session in the city of Riobamba.
The creation of a new national holiday not only fulfills a commemorative purpose, proponents say, but also aligns with guarantees of the comprehensive well-being of Ecuadorians, strengthening national identity and the sense of belonging by remembering the values and sacrifices that founded Ecuadorian society.
