Tajikistan and the federal state of Bavaria of Germany signed a Memorandum of Understanding on April 30, 2026 in Dushanbe. The document is aimed at attracting young qualified specialists and developing bilateral cooperation in the field of labor migration and education.
On April 30, the Minister of Labor, Migration and Employment of the Republic of Tajikistan Solekha Kholmakhmadzoda met with the State Secretary of the Ministry of Economy, Regional Development and Energy of the Federal State of Bavaria Tobias Gotthardt.
The delegation included representatives of the Bavarian Ministry of Economics, Regional Development and Energy, the Employment Agency, the Chamber of Crafts of Munich and Upper Bavaria, Niederbayern-Oberpfalz, the Bavarian Economic Union, the Bavarian Economic Education Center (bbw) gGmbH and TELC GmbH.
During the meeting, issues of bilateral cooperation were discussed, including labor migration, vocational education and training of specialists for the international labor market.
The parties signed a Memorandum of Understanding between the Ministry of Labour, Migration and Employment of Tajikistan and the Ministry of Economy, Regional Development and Energy of Bavaria, aimed at attracting young qualified specialists. The memorandum will create the basis for further expansion of cooperation in the areas of labor, migration and employment, as well as provide new opportunities for developing human resources and adapting the labor market to modern requirements.
Solekha Kholmakhmadzoda noted that the official trip of the Tajik delegation to Germany in July 2025 helped expand cooperation. Then meetings were held with representatives of government agencies, the private sector and educational institutions, as a result of which they agreed to carry out programs for teaching languages, improving the qualifications of teachers and developing a dual education system.
The minister also recalled that in November 2025, a Memorandum of Understanding was signed with TELC GmbH, which she assessed as an important step in preparing citizens of Tajikistan for the international labor market. The parties expressed confidence that strengthening cooperation will help create effective and transparent mechanisms for interaction in the labor market, as well as favorable conditions for improving the skills of the workforce and the competitiveness of youth.
The German delegation visited the State Institution “Center for the Development of Crafts and Modern Professional Skills”. Guests praised the center’s work, noting the high level of theoretical and practical training provided in areas such as electric welding, car repair and confectionery.
