The elections took place on April 19, 2026 as a result of the introduction of a mechanism for direct election of akims of regional cities, towns and rural districts, initiated by the President of the Republic of Kazakhstan Kassym-Jomart Tokayev.
As noted in the district territorial election commission (TEC), the voting process took place at the level and became a clear reflection of the democratic transformations in the country.
19,833 voters were included in the TEC lists, of which 10,155 people voted. According to official data, the votes were distributed as follows:
- 7,710 voters voted for D. Zhumadillaev, nominated by the AMANAT party;
- candidate M.A. Utenov received 1,265 votes;
- 1,143 people voted for B. D. Kaldybaev;
- The “Against all” column was chosen by 23 voters.
Based on the decision of the electoral commission No. 65, Dosbol Zhumadillaev officially took office. The chairman of the commission of the Shardara district territorial election commission, Serik Koshaliev, presented the elected akim with an official identification card.
Akim of the Shardara district Arman Karsybaev, congratulating his colleague, noted that now he faces a great responsibility to the townspeople.
“The new akim is faced with the task of justifying people’s trust, ensuring sustainable socio-economic development of the city and improving the quality of life of the population,” noted Arman Karsybaev.
About the new akim of Shardara
Dosbol Zhusipuly Zhumadillaev was born on November 24, 1985 in the city of Shardara. He received a higher education and is married. He began his working career in 2003, working in various positions in accordance with his qualifications. From 2017 to 2025, he worked in the office of the Shardara district maslikhat, where he worked his way up from chief specialist to department head. From September 2025 to the present, he served as head of the apparatus of the Shardara district maslikhat.
Let us remind you that elections of akims are held in Kazakhstan as part of the phased introduction of direct election. Thanks to this system, the country has formed a corps of managers elected directly by citizens. Today, more than 2.5 thousand such leaders have been elected in the republic.
