The leaderships of the House of Representatives (HoR), the High Council of State (HCS), and the Presidential Council (PC) announced their agreement on a principles document and a roadmap aimed at ending the transitional phase and leading the country toward general elections.
The document stipulates that presidential and parliamentary elections will be held simultaneously no later than February 17, 2027, based on the 6+6 electoral laws and the 13th Constitutional Amendment, while also drawing on the recommendations of the Advisory Committee. The proposal is to be referred to the House of Representatives for approval.
The agreement also calls for a consensual 14th constitutional amendment, in line with the Libyan Political Agreement, requiring the elected president to invite the Constitution Drafting Assembly to launch a national dialogue on its completed draft, paving the way for a permanent constitution.
It further provides for the formation of a High Committee to oversee the electoral process, including the Governor of the Central Bank of Libya, the Chairman of the High National Elections Commission, and representatives from the security sector and the Joint Military Commission (5+5).
The document adopts the Bouznika Agreement verbatim regarding the appointment and reunification of sovereign positions, while adding the National Oil Corporation and the Libyan Investment Authority to the list of sovereign institutions.
It also calls for the establishment of a joint technical committee to prepare a unified 2027 state budget and reaffirms the exclusive authority of the National Oil Corporation in oil marketing, with revenues to be collected through the Central Bank and the Libyan Foreign Bank in accordance with approved legal mechanisms.
The document further rejects any resettlement projects or policies that undermine Libyan sovereignty or harm the national economy. It also rejects the unfreezing of Libya’s frozen assets and funds until a president is elected directly by the people.
In addition, it calls for a new legal framework to ensure comprehensive and joint oversight of the oil, gas, water, and mineral sectors.
The roadmap also includes work on a consensual constitutional amendment that would facilitate the adoption of a permanent constitution as part of efforts to complete the political process and end Libya’s transitional stages.
