The former independent candidate in the presidential elections, Călin Georgescu, paid the record fine of 200,000 lei applied by the Permanent Electoral Authority following the control regarding the financing of his 2024 electoral campaign, in which he had declared zero income and zero expenses.
Sanctions were imposed for violations related to the source of funds, reporting of expenses and the use of election propaganda materials. In parallel, Georgescu’s campaign is targeted by investigations by the Police and the General Prosecutor’s Office, after ANAF also sent the prosecutors information on the financing of the “zero lei” campaign, it shows G4Media.
In a report Expert Forum regarding the sanctions applied in the 2024 and 2025 electoral campaigns, the reasons why the former independent candidate Călin Georgescu was sanctioned – he violated provisions related to the source of funds, the types of materials that can be used and the submission of the income and expenditure report, respectively the supporting documents.
According to Expert Forum, Georgescu received several fines, as follows:
– 50,000 lei – art 28 (1) a) expenses related to electoral campaigns must come only from contributions of candidates or political formations;
– 25,000 lei – art 36 (3) – Electoral competitors have the obligation to print on the electoral materials the name of the candidate, the economic operator, CMF and circulation, if applicable.
– 25,000 lei – art 36 (32) – Within 30 days from the end of the electoral campaign, the electoral competitors have the obligation to submit to the AEP a statement containing information regarding the description of the online electoral propaganda materials, their production, period and space of dissemination.
– 50,000 lei – art. 47 para. (1) – Within 15 days from the date of the elections, the coordinating financial trustees are obliged to submit to the AEP the detailed reports of the electoral income and expenses and the amount of debts registered as a result of the campaign, accompanied by the declarations from art. 28 para. (13).
– 50,000 lei – art. 50 paragraph (2) – Political parties and independent candidates have the obligation to submit the requested documents to AEP within 15 days.
The vice president of AEP, Cosmin Popp, told the quoted source that the law, in its current form, allows for an anomaly.
“Paying a fine is much more advantageous than obeying the law,” said Cosmin Popp. That is, to declare the sources of income and the destination of expenses.
The vice-president of AEP claims that it is not within the authority’s authority to verify the origin of the money, but he did not notify ANAF about the payment either.
Appearing on a Realitatea Plus show, the former candidate refused to explain what he lives for, when asked by the moderator. Georgescu’s reply was: “God keeps us all”
