According to the document, the new edition sets out a number of functions of the department. In particular, the ministry will develop and approve by-laws in the field of architecture, urban planning and construction, as well as forms of documents related to the acceptance of objects and confirmation of the quality of construction and installation works.
In addition, the department is entrusted with the authority to develop and approve rules for maintaining digital platforms, including a “one-window” portal for the examination of construction projects, as well as to coordinate the activities of local executive bodies in the relevant field.
Special attention is paid to issues of territorial planning. The Ministry will organize the development and updating of the general scheme for organizing the country’s territory, interregional development schemes, and also determine the procedure for preparing and approving urban planning documentation.
Also assigned are the functions of approving the rules for conducting a comprehensive non-departmental examination of construction projects, determining the cost of construction at the expense of public investments and forming a state bank of projects.
The document has been supplemented with new powers. These include the creation of international expert commissions, the development of the state urban cadastre system, maintaining registers in the construction sector, as well as regulating housing renovation mechanisms, including the development of standard contracts and the procedure for providing compensation.
The ministry will also provide scientific and methodological support to the industry, develop a pricing system in construction and determine priority areas of research.
