Police have arrested another man in connection with violent clashes in front of the National Bank of Cambodia on Monday morning.
The man was part of a group of more than 100 Cambodians and foreigners protesting against the Huione & H Pay companies in front of the NBC on Hanoi Street, Bayap village, Phnom Penh Thmey commune, Sen Sok district, Phnom Penh.
The protest led to clashes between security forces and protesters, resulting in injuries on both sides.
Police say that they have arrested Vath Makara, 37, a construction worker, residing at a construction site in Choeung Cheong commune, Dangkor district, Phnom Penh.
Makara’s arrest came after the arrest of Suon Sovann Thai, 40, a construction contractor, residing at Borey VIP, House No 20, Street 3A, Muentra village, Spean Thmar commune, Dangkor district.
The Phnom Penh Police Department is currently holding the two men.
The National Bank of Cambodia on Friday asked Huione Pay creditors to seek legal recourse through the courts, while instructing H-Pay Service creditors to submit supporting documentation for liquidation proceedings within 30 days.
The NBC reaffirmed that the former payment service provider had completed its liquidation process and settled its obligations with creditors following the revocation of its operating licence, thereby concluding the firm’s regulatory and financial responsibilities.
Huione Pay was deleted from the Ministry of Commerce business register on June 19, last year, meaning that any creditor claims arising after its closure are no longer under the jurisdiction of the NBC.
However, NBC emphasised that individuals claiming to be Huione Pay creditors still retain the legal right to seek redress through Cambodia’s judicial system, encouraging them to pursue claims through courts in accordance with applicable laws and established legal procedures.
Regarding H-Pay Service, NBC confirmed that the company’s licence was revoked on March 20, with a liquidation firm appointed on April 10 to oversee the process and ensure that creditor claims are handled in a structured and transparent manner.
On April 23, the appointed liquidation firm publicly called on all H-Pay Service creditors to submit relevant documents within 30 days at a designated address in Borey Piphup Thmey, House No 46, Street 9, Dei Huy Market, Sen Sok district, Phnom Penh, as part of the formal claims verification process.
The NBC urged all relevant creditors to cooperate fully with the liquidation firm, stressing that compliance with procedures is essential to ensure an orderly resolution of outstanding claims and to facilitate a fair and lawful distribution of remaining assets.
