The Ministry of Finance announced that no written exams are planned to be held in 2026 to fill its positions public service which will be announced in the year 2027.
Specifically, it is reported that the Council of Ministers, at the session of 08 April 2026, decided the approval of Bills promoted by the Ministry of Finance for modernization of the process of filling public service admission positions (First Appointment positions)in order to make it more rational and efficient and to deal with difficulties observed over time with the current procedure. The Bills in question have been submitted to the House of Representatives and are expected to be considered soon.
An important change promoted by a Bill entitled “the Evaluation of Candidates for Appointment to the Public Service Act of 2026” is as general written examinations for filling civil service posts are held after the announcement of vacancies each year and not before as is the case today. With this arrangement, the whole process and the expression of interest of the candidates will be more targeted and more aligned with the staffing needs of the Services, the decision-making on the matters under consideration will be based on the needs / particularities of the positions to be filled and the citizens will know if there are vacancies for which they hold the qualifications, so that they can decide whether to sit for the exams. With a Bill entitled “the Evaluation of Candidates for Appointment to the Public Service (Temporary Provisions) Law of 2026”, it is promoted the suspension of the conduct of written examinations in the year 2026so that the written exams are planned and conducted after the announcement of vacancies in 2027 and not before.
The Government’s intention is as the new procedure to be implemented to fill the admission vacancies to be published in the year 2027 and thereafter.
It is understood that in the event that it is not possible to approve the aforementioned legislative arrangements by the House of Representatives (before the end of its work for the summer holidays) alternative arrangements will be considered at the appropriate time.
It is noted that the promoted settings do not affect the filling of posts in 2026; since, based on the current Law, this is done with the results of the written exams that have been held in the last quarter of the year 2025.
