The Ministry of National Defense continues to implement intensive housing, subsidized promotion, social, and savings programs for the benefit of active and retired People’s National Army employees, where thousands of units have been distributed across various military departments, in implementation of the instructions of the Army’s Supreme Command, aiming to improve their social conditions.
In this context, the Major General, Director of the Social Service of the Ministry of National Defence, supervised, during the period from April 21 to 23, 2026, the distribution ceremony of subsidized housing in both the states of Sidi Bel Abbes and Tissemsilt in the Second Military Region, for the benefit of active and retired army employees.
Last week, Major General Bahr also supervised a similar operation to distribute housing within a program that includes 400 housing units in the Misrghine district of Oran province, and 250 housing units in Relizane province, for the benefit of active and retired military personnel.
In order to continue to support social services for employees of the military institution and their families, the brigade inaugurated a kindergarten and a social medical center for the army in the state of Ain Temouchent in the 2nd Military Region.
According to the Ministry of National Defense, these operations fall within the framework of implementing the housing program governed by the Army High Command for the benefit of military employees affiliated with the military institution. They also fall within the framework of efforts aimed at taking care of the social aspect of the Ministry’s employees and improving their living conditions through targeted housing programs that reflect the continued interest in this aspect.
“Al-Shorouk” sources revealed that the Social Welfare Directorate of the Ministry of National Defense benefited from all the formulas proposed by the Ministry of Housing, Urbanism and the City, meaning that army employees benefited from the share of social housing directed to the wounded and deceased persons within the framework of combating terrorism. They also received a special share of “justice” housing, which was directed to non-commissioned officers and civilian employees, in addition to a third share of public promotion housing, which was originally directed to the Ministry of National Defense’s personnel, and this is according to the classification determined by it. Ministry of Housing.
Regarding the administrative procedures and facilitating obtaining bank loans, our sources confirmed that the Social Welfare Directorate is the one that carries out the complete accompaniment, as it undertakes all administrative procedures from beginning to end, and enables its employees to obtain a loan to finance the home. In other words, the Army Social Welfare Directorate accompanies the person concerned until the keys to his residence are delivered, so that the user avoids the hassle of transportation, due to the specificity of the tasks assigned to him.
In this context, the President of the Republic, the Supreme Commander of the Armed Forces, and the Minister of National Defense, Abdelmadjid Tebboune, had signed Presidential Decree No. 24-391 dated December 12, 2024, including the creation of the Military Social Housing Office, which represents a new regulatory framework to meet the housing needs of the national defense sector.
The office aims to manage and create social housing projects for the benefit of members of the People’s National Army and the national defense sector, and this includes designing and implementing housing projects in a way that is compatible with the requirements of the national economic and social sector.
