A group of six officials of the National Assembly presented this Wednesday, April 29, a criminal complaint before the Attorney General’s Office against the Comptroller General of the Republic, Anel Flores, for the alleged commission of crimes of abuse of authority, falsification of documents and usurpation of functions.
The complainants, identified as Yaribeth Antaneda, Olmedo Rodríguez, Martita Cornejo, Marihan Torres, Abdel Salinas and Eric Cummings, work in the office of the representative of the Vamos coalition, Alexandra Brenes.
According to the document, the Comptroller General of the Republic has placed these officials on a state of “unpaid leave” under an alleged “investigation” figure, which has resulted in the suspension of their salaries and labor benefits.
Key points of the complaint:
Ideological falsehood: Those affected maintain that they never requested unpaid leave, a procedure that, according to the regulations of the National Assembly, must be requested by the interested party 30 days in advance and expressly authorized by the President of the Assembly.
Official certifications: The Human Resources Directorate of the National Assembly certified on April 24, 2026 that none of the six officials have requested licenses, nor has the institution granted them any.
Arbitrariness: The complainants argue that the Comptroller carried out an act for which he is not competent by unilaterally declaring a condition of unpaid leave, affecting the payment of their fortnights from the end of March and April 2026.
Legislative support: A note from the president of the National Assembly, Jorge Herrera, dated April 28, 2026, states that the institution has not been notified of any judicial order or administrative investigation that justifies the measure adopted by the Comptroller’s Office.
The complaint requests that the events that occurred at the headquarters of the Comptroller’s Office (Rubén Darío Carles building) be investigated between March 15 and April 28, 2026.
Furthermore, that the corresponding sanctions be imposed based on articles No. 355 (abuse of authority), No. 359 (usurpation of functions) and No. 366 (falsification of documents) of the Panama Penal Code.
