The United Nations Support Mission in Libya (UNSMIL) called on all Libyan parties to respect and protect freedom of expression, and to ensure that journalists and members of civil society can exercise their rights without fear of intimidation or arrest.
In a statement marking World Press Freedom Day, the mission stressed that providing an independent and safe media environment is an urgent necessity. It highlighted the vital role of journalism in combating misinformation and holding actors accountable, noting that silencing these voices only deepens mistrust and prolongs instability.
The mission pointed out that freedom of expression and civic space are essential conditions for holding fair and inclusive elections and for rebuilding trust between institutions and citizens. It expressed deep concern over ongoing reports of intimidation and legal harassment targeting human rights defenders and dissenting voices.
It also warned against the use of provisions in the penal code, as well as cybercrime and counterterrorism laws, to restrict legitimate freedom of expression, stressing that such practices risk criminalizing freedoms and undermining the rule of law.
The mission called for prompt and transparent investigations into all allegations of attacks, threats, and killings, and for perpetrators to be held accountable, emphasizing that impunity is unacceptable.
It further urged authorities to fulfill their international obligations, immediately end arbitrary detention and harassment, and stop the misuse of legal frameworks to suppress peaceful expression.
UNSMIL concluded by reaffirming that protecting journalism in Libya is a strategic necessity, without which meaningful public participation or a credible electoral process cannot be achieved. It also expressed its full readiness to support Libyan actors in advancing reforms that safeguard freedom of expression and strengthen media independence.
