Whipps administration signals leadership change as Orrukem prepares to conclude tenure

KOROR, Palau (April 2026) — President Surangel Whipps Jr. has announced plans to nominate former Minister of Health and Human Services Gaafar Ucherbelau as Palau’s next ambassador to Taiwan, pending Senate confirmation.
Speaking during a recent presidential press conference, Whipps said he will submit Ucherbelau’s nomination to the Senate during its upcoming April session.
Ucherbelau, who served one term as minister of Health and Human Services, currently works as an adviser to the president on health matters. If confirmed, he would serve the remaining two years of Whipps’ administration, replacing current Ambassador Dave Orrukem.
The nomination comes as Palau’s diplomatic mission in Taipei continues to expand its staffing. The embassy recently appointed Nathan Salvador as first secretary and Sachi Singeo as second secretary. Along with additional personnel, including an executive secretary, a driver and support staff, the team now consists of five members who manage Palau’s operations in Taiwan.
Orrukem continues to lead the mission and is expected to return to Palau later this year, possibly in June, depending on the timing of the transition. He has served as ambassador since Oct. 4, 2022, concluding a tenure marked by years of diplomatic service.
