The snip at ministries and entities that is brewing in the Government and that will be established in the coming days

While the country is awaiting the articles of the so-called rescue law that will be discussed in Congress in the coming weeks, Another project arrived at the legal secretariat of Casa de Nariño for review, which proposes a drastic adjustment for more than 100 State entities.

This is the so-called State reform project, which contemplates that more than half of the Executive entities be merged or eliminated, with changes that will impact the Administrative Department of the Presidency (DAPRE) and the Administrative Department of Social Prosperity, which have always been in the hands of key bishops of the president in office.

What is known so far is that there is already a 36-page document, which It was projected by the Public Service Directorate and is already being reviewed by the Presidency’s legal office to be submitted to Congress.

Among the most important changes of the so-called State reform is that of the 209 entities that depend on the Executive, 105 entities, more than 50 percent, would be eliminated, abolished or merged.

This point agrees with one of the proposals of the recently filed economic rescue law, which proposes a nominal reduction in the State 20 percent in personnel expenses by 2028 and 50 percent cuts in contracts for the provision of professional services.

In fact, the articles already talk about the President having a period of six months to introduce changes in the structure of the public administration, with powers that would allow it to intervene in the organization of ministries and entities of the national order.

One of the adjustments being sought is in the current Administrative Department of the Presidency (DAPRE) – which isn the Petro government was headed by Laura Sarabia, Angie Rodríguez and the fugitive Carlos Ramón González, among others. that it would become the Ministry of the Presidency, Democracy, Coexistence and Governance.

The current head of Dapre, Carlos Ríos, has denounced that during Gustavo Petro’s government there was an increase of 595 percent in direct contracting of that entity and pointed out that the bulk of these contracts are under the figure of provision of services. He even stated that more than half of that percentage was signed in the middle of the electoral calendar.

Another snip will be in the Department of Social Prosperity – which was in the hands of Cielo Rusinque and Gustavo Bolívar, among others – and today is headed by Sandra Suárez, which will become the Ministry of Social Development, Inclusion, Citizens and Family. Suárez assured last September that after a review of the entity’s numbers, they found more than 900 service provision contracts for which their need was not verified.

Furthermore, from what has been known about the articles of the State reform project, it is known that of the six administrative departments that depend on the Executive, only two would remain: National Planning, Investment and Development (today DNP) and the Administrative Office of Information, Statistics and Public Evidence (today known as DANE).

Although Dapre and Social Prosperity will be ministries, it is still expected to know which entities will assume the functions of the Administrative Department of the Public Service and the National Intelligence Directorate. the two administrative departments that do not appear on the list of those that would be transformed or converted into ministries.

And although two portfolios were born, there will still be 18 ministries after the liquidation of Equality, since the reform of the State proposes the merger of the Ministry of Sports with the Ministry of Culture; and that of the Education portfolio with that of Science.

The Ministry of Sports has barely been in operation for 7 years, as it was created in July 2019, during the Duque government, replacing the old Administrative Department of Sports, Recreation, Physical Activity and Use of Free Time (Coldeportes).

Juliana Gutierrezcurrent head of the Sports portfolio, assured When he took office he found several projects blocked, without progress and on the verge of being archived due to lack of requirements.

In the previous four-year term, Prime Minister Isabel Urrutia ended up prosecuted due to hiring issues and the country lost the venue for the Pan American Games.

The Science portfolio, which would be merged with the Education portfolio, It had also been in operation for just seven years.

Two of the emblematic projects of the Science portfolio, the Biocloud and Big Data –where the Investigative Unit of EL TIEMPO found the trace of Manel Grau – were never finalized.

It is expected that in the next days the project will be submitted to Congress for discussion.
