    Every year on World Oceans Day, global conversations naturally turn toward coastal and marine conservation, beach cleanups, and protecting endangered marine species. However, for the Small Island Developing States (SIDS) within the Organisation of Eastern Caribbean States (OECS), the ocean is not just a beautiful backdrop or an environmental asset to preserve from afar, it is the anchor of survival and identity.

     The OECS Regional Grouping of 12 countries in the Eastern Caribbean encompasses more than 1.4 million residents, with fundamentally oceanic lives, cultures, and futures. However, the dangers of marine pollution, habitat degradation and overfishing, exacerbated by climate change, are placing unprecedented pressures on the marine ecosystems that sustain the region. ​ Reimagining the future means moving away from destructive development practices and consumer habits and shifting the focus to sustainable stewardship.

     Under the World Bank funded Unleashing the Blue Economy of the Caribbean (UBEC) series of projects, regional policies and targeted financial interventions have been revised or developed, and are being implemented to build a resilient, equitable, and thriving Blue Economy. These interventions are centred around three core areas:

    • Fisheries and Aquaculture
    • Marine & Coastal Tourism
    • Waste Management

     In the Fisheries and Aquaculture sector, the UBEC series of projects has facilitated the development of the OECS Fisheries Strategic Action Plan (2025–2030). This plan addresses root causes of persistent challenges in the sector, such as under-resourcing of fisheries management, weak monitoring and surveillance and entry restrictions. It also builds upon a rigorous diagnosis of the drivers of Illegal, Unreported, and Unregulated (IUU) fishing conducted by the Caribbean Regional Fisheries Mechanism (CRFM).

    In the area of Marine and Coastal Tourism, a thorough update of the OECS Common Tourism Policy (2011) was conducted, resulting in a revised OECS Common Tourism Policy (2025–2035). The revised Policy was formally endorsed by the Council of Ministers for Tourism in 2025. This action reflects a renewed commitment by the region to collaboratively nurture and advance tourism that supports its vision for a better quality of life for its people and to positively impact livelihoods across the OECS. The Eastern Caribbean is among the most tourism-dependent regions globally; therefore, coastline protection is an economic imperative. Unchecked coastal development and heavy visitor footprints have historically degraded the very coral reefs and beaches that attract visitors.

    Regarding Waste Management, the future cannot be reimagined without addressing the land-based pollution killing marine life, coral reefs and seagrass beds. A comprehensive assessment of waste business opportunities was conducted to support an integrated waste management system in the OECS. By developing business models and identifying commercial applications for green waste, plastics, end of life vehicles and tyres, the region is working to transition to a circular economy, thereby intercepting land-based pollution before reaching the coast.

    A strategy is only as powerful as its implementation. As a result, these policy-centric interventions are aligned with the provision of direct support to OECS citizens operating in the blue economy, specifically benefitting Micro, Small and Medium Enterprises (MSMEs) in Grenada, Saint Lucia, and Saint Vincent and the Grenadines. Across the three countries, targeted matching grants, technical training, and improved access to finance are empowering OECS entrepreneurs to adopt sustainable practices. Whether helping a fisher invest in climate-smart equipment, assisting a tour operator in transitioning to low-impact operations, or supporting a waste-to-value business, the UBEC series of projects is actively building the regional blue economy from the ground up.

    This World Oceans Day, the OECS Commission urges a collective reimagining of the ocean and the future, moving past the false dichotomy between economic survival and environmental conservation. The long-term success and stability of regional fisheries, marine tourism, and waste mitigation systems are inherently linked; therefore, coordinated cross-sector management is essential. Embracing this new relationship requires a commitment to strong marine protected areas for a blue planet, ensuring these shared waters remain resilient, productive, and thriving for generations to come. True progress lies in recognising that the sea does not separate the Eastern Caribbean islands but connects their shared potential.
