In SPAK’s file, among other things, the emails exchanged between the employees of Samir Manes’ companies regarding the luxury villa, which according to SPAK is Belinda Balluk’s hidden property, have also been administered.
In the emails exchanged between them, one of the Balfin employees demands an account of why the villa with the name 188 was not handed over to Igli Tares according to the contract, but to Lorela Reçi, who turns out to be the roommate of Arbër Abazi, whose companies were favored with tenders from Balluku, when he was the Minister of Infrastructure and Energy. Another employee replies that she is “authorized. The client is specific.”
Clashes for the delivery of the villa
In November 2022, an employee of Samir Manes’ Balfin Real Estate sends an email to the address of several company colleagues. The message has the following content: “Hi…Lorela Reçi has 187/2 not 188/1…it’s not a slip”.
One of the employees answers: “Authorized!”
In February 2023, the same employee of the company Balfin Sh.S, writes: “It turns out that one of the 188 was delivered to another client other than the customer. On what basis and confirmation?”.
FB replies to him: “Hello, Sh., 188/1 was taken over by the customer Lorela Reçi, according to the information we took over with authorization and on behalf of the customer under the I.Tare contract. It is a slightly specific case, since the communication with this customer has always been kept by you – but we, as sales, have this information. For anything else that may be needed, I remain available”.
In February 2023 Sh.S an employee of Balfin writes: “Hello M… please proceed as soon as possible with the delivery of 188 according to the enterprise contract, i.e. the customer. Even if there is any action with 187/2 to be undone and systematized according to the contract”.
According to SPAK, the villa up to the carabiner stage was invested by Igli Tare, while the works were then invested by Abazi, who with the company Alko Impex General Contruksion had won the tender for lot 7 of the Outer Ring Road of Tirana.
