    Boris Pejović (PES) asked the Prime Minister what the dynamics of the Government’s negotiations with the European Union (EU) were.

    Spajić: Geopolitical circumstances favoring Montenegro’s entry into the EU

    In his reply to Pejović, Spajić said that this is the most important issue for our country at the moment.

    “It is true that now the geopolitical circumstances are favorable for Montenegro to join the EU. The question is why only Montenegro uses this opportunity. And do you know when those circumstances were the best? In the first wave of the first enlargement in 2004. Who was in power in Montenegro then? And do you know when the second most favorable circumstance was? It was in 2007, when Bulgaria and Romania entered. Montenegro did not enter the EU in 2007 because of the crime that was infiltrated in every pore society and government.

    He said that it is getting harder and harder to enter the EU.

    “It’s much more difficult to enter now than before, that’s a fact,” said Spajić and said that this government has a lot of support from the EU because “they see that we’re working.”

    He also said that he wants to see NGOs, the opposition and the media and other entities involved in this process.

    “The most important thing is that we enter the EU, no one remembers who brought Montenegro into the EU. Let’s put down vanity and ego and enter this process together,” Spajić said.

    Spajić: I wish the burden of entry was not on my shoulders

    The Prime Minister also said that he would like the burden of entry not to be on their shoulders.

    “I wish someone had done it before, but let’s bring it up now. But if you old people from the opposition benches didn’t know, and now you’re doing miracles, you’re setting up affairs, you’re connected to crime, you guys from the dark past of the Balkans, leave us alone,” concluded Spajić.

    According to the Prime Minister, Montenegro has made a historic success in the negotiation process with the EU.

    Spajić: All chapters ready in the months ahead

    “We have closed 14 chapters, and there are 19 left. How will we close them? Well, most of those chapters are at 90, 95 percent, we are not starting from scratch, but are being worked on continuously. All chapters will be ready either in May, June, August, September…” said the Prime Minister.

    Now we hear stories and, adds the Prime Minister, that they want to downplay the entry into the EU.

    “It doesn’t matter what we enter, but how we enter, they say. God save me from those statements. I can’t be surprised,” he added.

    Živković: This is the most incompetent government ever

    Danijel Živković (DPS) said that this is the most frivolous and incompetent government ever in Montenegro since the introduction of multi-party system.

    “This is the government that holds the record for promises made and not fulfilled. It seems to me that this is the government with the most members in the history of the world… The government has 32 members, Montenegro has 620 thousand inhabitants. For comparison’s sake, China has one billion and 400 million inhabitants with the 21st ministry. This is why we are the record holders, and also because the prime minister, an unknown number, misled the citizens,” said Živković.

    You mentioned, says Živković, addressing Spajić, whenever you were in Japan, one billion euros of investments.

    “You also mentioned the state Glovo, then the University of Ulcinj, I see that you don’t even remember what you promised… You also promised a better standard of living, and instead you provided inflation, which destroyed the purchasing power of the citizens”, stated Živković.

    Spajić: We will withstand all the attacks, everyone has freed himself a little bit

    Spajić said that we will withstand all attacks.

    “Everyone has freed themselves a little bit, they have courage, I’m glad about that. I’m glad that you speak too strong words, we in these positions have to endure insults and other things,” said the Prime Minister.

    As for the workers in Montenegro, he told them that they will all be treated equally.

    “I will never agree to partial solutions. My moral code cannot allow 50,000 people to have a salary increase, and 250-260,000 not to have a guarantee of an increase. When we get a solution, the Government of Montenegro will accept wage increases for all workers. We do not accept partial increases, only for the public sector,” said the Prime Minister.

    Živković to the Prime Minister: Avoid the topic of the economy

    Živković replied that he was running away from the topic of the economy.

    “Do you know what is happening in Montenegro? It is your fault that the standards of citizens have fallen, you and your government,” said Živković.

    Spajić: While I am prime minister, the square footage of the apartment will be 1,000 euros

    In response, Spajić said that we also have the cheapest diesel in the region.

    “We also have the cheapest electricity, which is perhaps the cheapest in Europe, taxes and contributions are the lowest in Europe… All those levies that the state imposes on you citizens are the lowest in Europe, VAT as well,” Spajić said.

    The Prime Minister also spoke about Velje brdo.

    “It is not a pre-election trick, but the welfare of all citizens. It is the need of all citizens that everyone has the right to be the owner of an apartment. While I am the prime minister, a square meter will be 1,000 euros,” said the prime minister.

    Živković: Who are you deceiving?

    Živković told him that he did not know what he had told.

    “Who are you deceiving? You said that the first move-ins will be in the middle of 2026, now that time has come,” replied Živković and said that four billion should be invested in Velje brdo or, as he said, “a big deception”. He also said that the parliamentary elections in Montenegro will be held when “Belgrade gives the signal”.

    Vasa Obradović (NSD) is interested in how the announced changes to the Law on the Bar-Boljare highway will be announced.

    The Prime Minister said that the stock will be built with full payment of VAT, excise duties and customs duties.

    “We hope that the opening of the works will be in May,” Spajić said.

    Abazović: I’d better not read Spajić’s answer

    Dritan Abazović (URA) asked in which month the works on the new 10 highway sections announced for 2026 will start.

    “I better not read Spajić’s answer, in order to save face for his own Government, because he is very frivolous and with parts that are ill-mannered,” he said.

    When asked by Abazović, Spajić said that “zero conceptual solutions awaited him”.

    “Now there are 18 of them, while somewhere between 10-15 have been completed or are being completed, which is a prerequisite for the next step,” added the Prime Minister.

    Spajić: Montenegro has never had a better security sector than it does now

    The Prime Minister, responding to the question of Democrat MP Boris Bogdanović, said that Montenegro has never had a better security sector.

    “International institutions, such as Europol and Interpol, say that Montenegro has never had a better security sector. I think that the panic among individuals is quite high. I am referring to the top leadership of the government that has been there for thirty years and is holding hostage these martyrs from the current opposition. I think that our colleagues from the current opposition should free themselves from those shackles and move to the European side and together bring Montenegro into the EU. There is room for the opposition and they are welcome, that together we are coming to a solution, but I am asking them not to protect people from the past who are a burden to us”, Spajić said and emphasized that he will not judge anyone, that everyone is innocent until proven otherwise.

    Spajić announced that he is in favor of an independent Montenegro, as are the vast majority of our citizens.

    “Which is now supported by 75 percent of citizens or more. I think it is over 80 percent. I am convinced that the majority of Serbs and all others who previously had some reservations are now on this side. People who were against independence should not be condemned. Most of them were not against independence in their hearts at the time, but were against a private state, so they are not anti-Montenegrin,” Spajić said.

    Božović: Judiciary is the cancer of the judicial system; Spajić: The formation of the Special Court is planned for the fourth quarter of this year

    The MP of the Socialist People’s Party, Bogdan Božović, was interested in when the formation of the Special Court for the fight against organized crime and corruption can be expected.

    “The judiciary is a cancer of the judicial system of Montenegro,” claims Božović.

    In his written answer to Božović’s question, the Prime Minister said that strong and efficient institutions, above all the Special State Prosecutor’s Office, the Special Police Department and the Agency for the Prevention of Corruption, are the backbone of the fight against organized crime and corruption.

    He emphasized that the strengthening of the judicial system is a priority of the Government, along with personnel and technical improvement of institutions, as well as the introduction of modern information and communication technologies.

    Speaking about the planned reform, Spajić pointed out that the establishment of the Special Court will complete the system.

    “The special court is the link that will guarantee that the results of the prosecution and the police will have their full epilogue,” he added.

    The Prime Minister stated that the establishment of that court has a wider significance.

    “Its establishment will not only be an institutional step forward, but also an important symbolic message that Montenegro is determined to build a strong, independent and professional justice system,” Spajić says.

    According to him, the Ministry of Justice has already formed a working group that prepares the law on the Special Court, and it is planned that the draft law will be adopted in the fourth quarter of this year.
