    Riera affirms that Ambassador Gustavo Leite must resign – Politics


    Last week, the Minister of the Interior, Enrique Rierawithout giving names, he attacked “crows” and “scavengers” who tried to take advantage of the leader’s convalescent situation, alluding to the former president and head of Honor Colorado, Horacio Cartes.

    In this regard, Riera believed that the diplomat should step aside. “For me, he feels that he has already fulfilled his mission as ambassador and wants to return to the Senate. He is a man with a technical profile but with a special character,” stated the Minister of the Interior, to 780 AM.

    Furthermore, Riera asserted that he did not welcome Leite’s open confrontation with the national Foreign Ministry, in charge of Ruben Ramirez Lezcano. “Dialogue is the most appropriate solution, especially when you are part of the same team”he remarked.

    Leite did not complete a year in office

    He July 25, 2025Gustavo Leite obtained the constitutional agreement of the Senate to assume the position of ambassador to the Donald Trump administration.

    Leite is part of the so-called political quota. That is, it is not part of the diplomatic ranks.

    The national chancellor, Rubén Ramírez Lezcano, summoned the ambassador to the United States, Gustavo Leite, last Friday to “express your displeasure at his latest statements” and remind him that as a diplomat “he is obliged to maintain conduct consistent with his duties.” The senator with permission apologized and claims he overstepped his bounds.

    According to official information, Ramírez Lezcano “He pointed out that the regulations that regulate the Diplomatic and Consular Service establish very clearly that statements such as those he made to the media do not correspond.”

    “In addition, he made it clear that situations of this type should not be repeated; in order to maintain the correct institutional functioning,” the statement refers.

    Finally, Leite, according to the report, “He admitted that he made a mistake and that he overstepped his bounds. He expressed that from now on he will behave in accordance with his status as representative of our country abroad.”

    What does the law say?

    This is not the first time that Ambassador Gustavo Leite issues statements that are prohibited due to his investiture. Last year, a few days after assuming his position in Washington DC, he went to the ANR headquarters to give a partisan talk. But what does diplomatic law provide?

    The Law No. 6935/2022that regulates the Diplomatic and Consular Serviceas well as the Administrative and Technical Service of the Ministry of Foreign Affairs of Paraguay, refers in the section “Duties, Prohibitions and Rights”, article 42, the following: “The officials of the Diplomatic and Consular Service shall owe loyalty only to the Republic and its institutions, which they are obliged to serve with independence of people, political groups or parties. In this sense, they will adjust their actions to the national legal system and the instructions and directives given to them within the hierarchical order to which they belong. In their relations with foreign authorities or representatives and international organizations, they will also observe the norms of international law and generally recognized diplomatic customs and practices.

    Meanwhile, the article 46indicates: “The officials of the Diplomatic and Consular Service, as applicable, must abstain, section k) Exercise any type of proselytizing activity of a political-partisan nature in the performance of their duties.”
