The 2025 State of the Environment Report of the National Environment Agency has been published.
Tirana and Elbasan continue to have high levels of PM10 particles (fine dust that is suspended in the air and can penetrate the respiratory tract) exceeding the annual permitted limits.
Air quality monitoring in Tirana for 2025 was carried out at two main stations: “Tirana Higjena” and “Tirana Mobile”.
Dust particles (PM10): At the “Tirana Higjena” station, the monitored value for PM10 was 57.66 μg/m³, which represents an excess of 44% of the annual norm. This station recorded the highest number of days exceeding the daily norm, namely 33 days above the allowed norm out of a total of 35 days per year. PM10 pollution is mainly due to heavy traffic in the area. The data show a deterioration of air quality by PM10 in 2025 for this station, compared to 2023 and 2024.
Both stations recorded exceedances of the 8-hour Ozone standard. At the “Tirana Higjena” station, the highest value was 125.5 μg/m³ recorded on 19.08.2025. At the “Tirana Mobile” station, the highest value reached 133.8 μg/m³, recorded on 15.08.2025. Despite these exceedances, there is an improvement in ozone levels compared to the 2023-2024 period.
Nitrogen Dioxide (NO2): In the “Tirana Higjena” station, NO2 concentrations were exceeded, or levels very close to the limit value were recorded. However, the air quality for this parameter has improved in 2025 compared to 2023-2024.
Carbon Monoxide (CO): Data for the “Tirana Mobile” station show an improvement compared to the years 2023-2024. In contrast, the “Tirana Higjena” station recorded a deterioration of the CO level compared to 2024.
Sulfur Dioxide (SO2): Air quality from SO2 is good at the “Tirana Higjena” station. For the “Tirana Mobile” station, the highest levels of pollution from this indicator were recorded in 2019 and 2025.
Benzene: For the period July-December 2025, no exceedance of the annual Benzene rate was recorded at the “Tirana Higjena” station. However, compared to previous years, there is a deterioration in its level.
In 2025, Tirana scored the highest level of noise compared to other monitored cities. Their monitoring was extended to 15 stations and the results showed exceeding the norms of the World Health Organization (WHO) both during the day and at night in all measurement points.
Average City Values: The average noise level during the day was 63.07 dB(A), while at night it reached 53.05 dB(A).
Noisiest point (Farmacia 10): The station at “Farmacia 10” recorded the absolute highest noise levels in the capital. During the day, the value reached 64.73 dB(A), exceeding the norm by 17.69%. At night, the value was 56.23 dB(A), with a high overshoot of 24.9%.
During the day, the lowest noise level was monitored at the “Stadium Dinamo” station with 61.66 dB(A), which again represents an excess of 12.1%.
During the night, the lowest levels were recorded at “Selvia” and “Palace of Congresses” with 50.1 dB(A), exceeding the norm by 11.3%.
Monitoring network: The specific monitoring points in Tirana were: United School, Elbasan Street, “Vasil Shanto” Crossing, Pharmacy 10, Train Station, 21 December Crossing, Unknown Partisan, Palace of Congresses, Former American Bank (Former Block), Skënderbeu, Selvia, Lapraka, Police Directorate, “Edit Durham” School, and Dinamo Stadium
Based on the document, the environmental data for the city of Elbasan, collected mainly from the air quality monitoring network, show the following situation:
Dust particles (PM_{10}): During the period July-December 2025, at the station of Elbasan, the annual norm of PM_{10} was exceeded. The monitored value reached 59.72~\mu g/m^{3}, which represents an excess of 49% of the allowed annual rate. This value shows a deterioration of air quality from this indicator compared to the years 2020 and 2023. The main cause of this pollution in Elbasan is estimated to be heavy road traffic, given that the station is installed near busy roads.
Dust particles (PM_{2.5}): For the year 2025, this indicator was not monitored in Elbasan. The report states that in 2024, the Elbasan station was the only one that exceeded the annual norm for PM_{2.5}.
Nitrogen Dioxide (NO_{2}): The Elbasan station was the only one in the country where the annual limit value for NO_{2} was exceeded during the second half of the year, with a recorded value of 40.18~\mu g/m^{3}. Compared to the years 2019-2024, there is a deterioration of this indicator for the city of Elbasan.
Sulfur Dioxide (SO_{2}): The air quality of SO_{2} in Elbasan is good, since there was no exceeding of the daily and hourly limit values.
Ozone (O_{3}): The 8-hour limit for ozone was not exceeded at this station. On the contrary, an improvement in ozone levels was recorded compared to the period 2023-2024.
Carbon Monoxide (CO): The data show that there are no exceedances of the 8-hour rate for CO in Elbasan. However, the trend shows a worsening of the CO level compared to 2024.
Benzene: No exceedances of the annual benzene rate were recorded for the monitored period. Despite this, a deterioration in benzene values is observed compared to previous years.
Industrial Activity: The report mentions that during the year 2025, in the city of Elbasan, the crude oil processing refinery “RBH Beline” sh.a.
