The representatives of the workers of the Andorran Health Care Service (SAAS), the Andorran Social Security Fund (CASS) and Ràdio i Televisió d’Andorra (RTVA) they have joined forces to promote improvements in the working conditions and remuneration of the workers of the three parapublics. Representatives of the three company committees have held meetings with the parliamentary groups to present them with a package of proposals, including unfreeze the three-year period, promote changes in retirement and include mobility between companies in the public sector.
The three committees have explained the initiative in a joint statement in which they state that the claims derive from the conditions established by Law 2/2012the regulation of measures to contain public expenditure in personnel matters promoted in a context of crisis and which affected, for example, the seniority premium. In this sense, what they are demanding is that this staff supplement be unfrozen by decree, with the aim of restoring its calculation and ordinary payment.
They denounce the “accumulated loss of purchasing power”
The second proposal demands that workers can continue to develop their activity beyond the age of 65, without this decision depending exclusively on the management of each company. The argument they defend is that this measure should assess taking into account the cost of living, the amount of pensions and the lack of professionals qualified in certain areas. But they also claim that a worker can retire early if he so wishes. The specific proposal is a regime of voluntary early retirement that expands the options of workers when facing the end of their professional career. In relation to internal mobility between parapublic entities, it should guarantee that the worker maintain the most favorable economic conditions. As they pointed out, the exclusion of parapublics from the scope of the Law of Public Function prevents this mobility from occurring automatically.
The works councils denounce the “cumulative loss of purchasing power” suffered by parapublic staff over the last few years. However, they emphasize that the proposals are formulated “with a desire for dialogue, responsibility and sense of measure”, and note that any regulatory modification it must preserve the budget balance and the general interestwhich is why they advocate a “realistic and gradual” implementation.
