The conflicts between the two families that have taken Albania hostage continue. The government of Edi Rama has approved another decision that leads to the circle of businessmen rumored to be related to the Berisha family. This time it is about 90,030 square meters of state land in Lalëzi Bay, which the government has made available to the “Omnix Albania” company for a symbolic fee of 1 euro.
The company has received the status of strategic investor for a tourist resort with an estimated value of around 216 million euros. But what stands out is the ownership structure. Fully 50% of “Omnix Albania” is owned by the “KLAR” company, owned by Shkëlqim Beshiri, a businessman rumored to have close ties with Shkëlzen Berisha. Beshiri is a businessman who has become known as Shkëlzen Berisha’s “presta nome” in many land businesses launched in his name.
But not only that, Beshiri also appeared in the project for the transformation of the Palace of Congresses. “KLAR” was part of the winning consortium for the development of this area, where the state has made available 4760 square meters of public land and where the project foresees residential, office, trade and service buildings.
But the partnership in “Omnix Albania” does not end with Beshir. 17.5% of the shares are owned by “Matrix Konstruksion” and “Blessed Investment”, companies related respectively to Arian and Besnik Leskajn, the sons of the former socialist deputy Valentina Leskaj. The rest of 15% is owned by “RDA Petrol” of Fation Veizajt, former deputy of the Democratic Party.
So, within the same company, business interests connected with names coming from both sides of politics, DP and SP, are united.
While on the other hand, it is worth noting that the history of “Omnix Albania” in Lalëzi Bay started about a decade ago and with a different owner. The company was then associated with the Lebanese businessman Fadi Mitri, who had planned an investment of around 450 million euros in the area. In 2016, Mitri was severely raped. After the attack, the businessman withdrew from the investment and never returned to Albania. The company then changed ownership and today its capital is controlled by four Albanian companies.
“Omnix Albania” returned to Lalëzi Bay in July 2022, when it received the status of “Strategic Investment/Special Procedure Investor” for the “Tourist resort located in Lalëzi Bay” project. The project envisages the construction of a complex with a residential park, boulevard, five-star hotel, water park, children’s club and beach club.
According to the documentation, the complex will cover more than 237,000 square meters, of which 145,400 m² are owned by the company. The project also includes state land and about 81 thousand m² of beach.

In support of Article 100 of the Constitution, Article 1, Article 27 of Law No. 55/2015, “On Strategic Investments in the Republic of Albania”, as amended, Articles 35 and 36 of Law No. 93/2015, “On Tourism”, as amended, and following Chapters I, Item 4.2, and IV, Item 2, of Decision No. 162, dated 2.3.2016, of the Council of Ministers, “On the rules, procedures and ways of making available state real estate in areas with priority tourism development”, amended, and decision no. 691, dated 5.10.2016, of the Council of Ministers, “On the approval of the format of the agreement with investors in the field of tourism”, with the proposal of the Minister of Tourism, Culture and Sports, Council of Ministers
DECIDE:
1. Approval of making available state real estate no. 178/44, no. 152/43 and no. 182, in cadastral area 1522, Durrës Municipality, with a total area of 90,030 (ninety thousand and thirty) m², state-owned, in priority areas for tourism development, in favor of the company “OMNIX ALBANIA”, sh.pk, in support of strategic investment in the field of tourism.
2. Approval of the conclusion of the usage agreement with a symbolic fee of 1 euro between the Ministry of Tourism, Culture and Sports and the company “OMNIX ALBANIA”, sh.pk, according to the text of the draft agreement, which is attached to this decision and is an integral part of it.
3. The Ministry of Tourism, Culture and Sports, the State Cadastre Agency and the company “OMNIX ALBANIA”, sh.pk, are charged with the implementation of this decision.
This decision enters into force immediately and is published in the “Official Gazette”.
