José Duarte, president of the National Agency for Evaluation and Accreditation of Higher Education (Aneaes), emphasized that neither he nor the country believes that Hernán Rivas is a lawyer. He described it as “unacceptable” that “collective scams” like these continue to be generated.
While from Chartism some insist on defending Hernan Rivas and the president himself chooses to remain silent about it, from the highest level of higher education they confirm that there is no doubt that his degree would be false.
José Duarte, president of Aneaes, was asked if he believes that Rivas is a lawyer and his response was forceful: “No, no one believes that in Paraguay. I am never going to deviate from the feelings of the people.”

Zero citizen tolerance
Likewise, he said that citizens can no longer accept that false degrees continue to be registered and that is seen in the streets. “I know the process—from afar, I had no participation—and cases like those of this man and others constitute collective scams that Paraguay cannot tolerate any more, because there is a generation that is making an effort and sees this as an unacceptable offense,” Duarte said in contact with Radio Monumental.
Finally, he also warned the political class that supporting Rivas or another professional with a false degree will sooner or later have consequences.

“And the political parties that tolerate this, be it my party or others, have no future in a Paraguay that has a middle class that demands justice, demands respect for merit and recognition of effort,” he stated.
