Nikçi: After Arlinda Zekaj’s request, the Chief Prosecutor initiated an investigation

The spokesperson of the Basic Prosecutor’s Office in Peja, Shkodran Nikçi, in a press conference disclosed the chronology of the actions taken by this institution before the murder of Arlinda Zeka, who was killed on Sunday in Vitomirica, Peja.
In a press conference on Monday, Nikçi said that on October 22, the chief prosecutor of the Basic Prosecution in Peja had received a submission from the victim, in which three main issues were raised: allegations of negligence by institutional officials, requests for the execution of a court decision and endangerment of her life.
According to Nikçi, after accepting the submission, the chief prosecutor had authorized the opening of a case in the Department for Serious Crimes, in order to investigate allegations of possible actions or inactions of the officials handling the victim’s cases.
“Immediately, the chief prosecutor’s office opened the case in the Department of Serious Crimes, authorized the Prosecutor of Serious Crimes to take action regarding the victim’s claims, in order to prove each action of each official in the direction of the criminal offense against official duty or official authority”, Nikçi stated, writes Gazeta Online Reporteri.net.
He said that the second issue raised in the submission had to do with the execution of a court decision, through which Arlinda was recognized with the right to use the joint property proportionally and equally with her ex-husband.
According to him, the court decision, issued on October 18, also included a protective order against the ex-husband, so that he does not approach the victim at a distance of two meters.
Nikçi said that the Kosovo Police had notified the chief prosecutor about the case and, with his assistance, it was possible to execute the court decision on October 22, the same day when the victim’s submission was accepted.
Revealing the chronology of the case, Nikçi said that on October 22, a few hours after the execution of the court decision, the police reported a dispute inside the house.
According to him, the guardian prosecutor had gone to the police station, where she had talked with Arlinda and, together with the Kosovo Police, had assessed that her life and safety were in danger.
For this reason, she was asked to temporarily not return to the shared house with her ex-husband.
Nikçi explained that the court decision provided for the equal use of the house of about 90 square meters by both ex-husbands, but that the guardian prosecutor and the police had assessed that the victim’s return to that environment could endanger her safety.
According to him, Arlinda had initially categorically opposed the request not to return home.
Her two brothers were also invited to the police station, while the guardian prosecutor and police officers stayed until around 02:00 after midnight, trying to convince her to temporarily stay with her brothers, until the situation was clarified.
During these talks, the victim had requested an official note from the prosecution and the police, where the reasons for which she was being asked not to return to her home would be evidenced.
After negotiations, she had agreed to go to her brothers for the night. According to Nikçi, the official note was also compiled for security reasons.
Urgent action was requested from the institutions
Nikçi announced that, after accepting the submission, the chief prosecutor had addressed a request for urgent action to the relevant institutions, including the court, the police, the Center for Social Work and the Directorate for Social Welfare.
According to him, the goal was for the institutions to take the necessary actions to find an urgent solution to Arlinda’s situation.
The next day, after the victim asked to return home accompanied by the police, the prosecutor’s office authorized the engagement of a police patrol for continuous monitoring of the area where she lived.
According to Nikçi, the police were instructed to monitor the surroundings of the residence and, at certain time intervals, to contact the victim to ask if everything was okay.
The murder happened a few minutes after returning home
Speaking about the night of the murder, Nikçi said that around 19:48 on Sunday, October 25, the prosecutor’s office was notified of a case of domestic violence in the residence where Arlinda and her ex-husband were located.
According to him, after reporting a dispute, both were accompanied to the police station and interviewed.
By order of the state prosecutor, the victim’s ex-husband was detained for several hours, while Arlinda was recommended to go to a shelter.
However, she had objected and insisted on returning to her home.
“A police patrol escorted her to the residence and, upon entering the premises of the house, after a few minutes, unfortunately, she was attacked with a strong tool and suffered fatal injuries for her life,” Nikçi declared.
After receiving the information about the murder, the relevant units of the Kosovo Police, the chief prosecutor and the Prosecutor of Serious Crimes had come to the scene.
Nikçi announced that the person suspected of the criminal offense of serious murder is on the run and that the Kosovo Police is working to locate and arrest him. He called on the citizens to help the institutions with information that could lead to the arrest of the suspect.
Nikçi: The actions of the prosecution are documented
Commenting on the public reactions after the murder of Arlinda and the criticism of the institutions, Nikçi said that the prosecution is aware of the concerns of the citizens, but insisted that the actions taken by this institution are documented.
He emphasized that, after accepting the submission, a case was opened for the investigation of the officials, the relevant institutions were alerted for urgent action and the monitoring of the victim’s safety was requested.
“We understand the reactions, we understand the concerns, because we have lost a citizen”, said Nikçi, adding that the actions and eventual responsibilities of other institutions should also be examined.
According to him, the prosecution has taken the actions it considered necessary, but the tragic event happened after Arlinda returned home and was attacked with a strong tool.
