A few days ago, the tender was announced for the project “Supply of management information system police officers incidents of the services that develop operational competences in the field of border management”. Although at first glance it looks like another public digitization competition, it is in fact the first application of a new bid evaluation model to digital projects.
The Ministry of Citizen Protection, in collaboration with the Superfund through the strategic contracts unit (PPF), reverses the logic that prevailed until now in the relevant tenders. While traditionally the technical offer had a weight of 80% and the financial 20%, in this specific tender, the financial offer acquires a weighting factor of 80%, while the technical criteria are limited to 20%.
According to officials involved in the planning, the change aims to reduce the margins of dispute and court appeals, which often delay the implementation of projects. As they point out, the technical criteria leave more room for subjective interpretation, while the strengthening of the weight of the financial offer creates a clearer and more objective evaluation framework for the auditing and judicial authorities.
In the Superfund they estimate that this specific approach can work as pilot model for future digital project competitionsopening the debate for a different way of awarding large government technology contracts.
It should be noted that the specific tender concerns a mixed supply and service contract, with a budget of 21 million euros (including VAT), while with options it amounts to 42 million euros. We remind you that it is already underway, with the deadline for submitting bids ending in about a month.
The project is about creating a new integrated information system for the management of incidents related to the protection and surveillance of the Greek borders, with the aim of modernizing the operational capabilities of the Greek Police. It is a digital platform that will connect and unify business centers across the country, providing a common business view and advanced real-time decision support tools.
The system to be developed will gather and process data from cameras, mobile control centers and other sources of informationallowing the relevant authorities to have a comprehensive picture of the situation and to assess, coordinate and manage critical incidents more effectively. Through the integration of available information, the possibility of immediate reaction to issues of security, border management and civil protection will be strengthened, while at the same time the operation of the operations centers at all levels of command will be upgraded.
At the same time, the project includes the development of new software applications, the supply and installation of equipment, the creation of interconnection infrastructure, as well as training, technical support and maintenance services, in order to ensure the smooth and long-term operation of the system.
