The Minister of Education confirms that all their rights are guaranteed by the force of law:

The Ministry of National Education has renewed its full and complete commitment to taking care of the employees of the common corps, by working in full swing to follow up on the management of their professional paths, while ensuring that their certificates are evaluated and their classifications amended, in light of the basic regulations and laws in force, in order to do justice to them and improve their professional and social conditions, as they are an integral part of the sector.
In his response to a written question by the representative of the National People’s Assembly, Jeddou Rabah, who has the number 10643, and according to the Ministry of Relations with Parliament’s letter, No. 746 dated March 4, 2026, the Minister of National Education, Mohamed Saghir Saadawi, presented legal explanations and clarifications about the situation of the common corps employees, highlighting in this regard that his competent departments are keen to take care of them in all professional, material, financial and social aspects, by ensuring the follow-up Managing their professional paths, as well as valuing their “technical and senior technician” certificates, as well as promoting them to higher ranks, in light of the organization currently in effect, on the basis that all employees and employees of the sector, regardless of the basic law to which they are subject, constitute the human element necessary to perform and embody the goals desired by the National Education Facility.
From this standpoint, the sector official pointed out that his department is also keen to continue making efforts, in coordination with representatives of accredited independent unions, to subject all submitted proposals to an in-depth and comprehensive study, in order to ensure that their demands are fulfilled and their rights are fully and undiminished, until reaching practical solutions that achieve consensus and satisfy all parties without trampling on the applicable laws and legal provisions, especially since everyone agrees that the agents and employees of the common services are a basic pillar in educational institutions.
In confirmation of the above, the Minister of National Education warned that employees belonging to the common corps are subject to a unified basic law, regardless of the sector of public service to which they belong. This is the basic law contained in Executive Decree No. 08-04 of January 19, 2008, which includes the basic law for employees belonging to the common corps, amended and supplemented.
It should be noted that the government has previously announced, on numerous occasions, its responsibility for the file of joint corps and professional workers in the national education sector, to improve and advance their professional and social status, following amendments to their decrees considering that they are affiliated with the public employment sector.
