It was officially decided to establish a national fund to assist and care for victims of human trafficking, under the responsibility of the Prime Minister, to be allocated to finance programs for the care and rehabilitation of this category, and their reintegration, and to contribute to the financing of national activities and plans directed at them. Those concerned will also benefit from health, psychological, and social assistance, and facilitate the voluntary and safe return of foreign victims to their countries or countries of residence.
Prime Minister Seifi Gharib signed an implementing decree No. 26-164 dated April 21, 2026, specifying the procedures for managing Special Allocation Account No. 158-302, entitled the Fund for Assistance and Support of Victims of Human Trafficking, issued in the latest issue of the Official Gazette.
In the treasury offices, a special allocation account No. 158-302 is opened and its title is the Fund for Assistance and Caring for Victims of Human Trafficking, where the Prime Minister or the Prime Minister, as the case may be, is considered to be the main person responsible for disbursing this account.
Article 3 states that this account records, in the revenues section, the proceeds of fines collected from debtors, those convicted in cases of human trafficking and illegal immigration, gifts and bequests in accordance with the legislation in force, as well as a percentage of the amounts confiscated in these crimes, and a percentage of the proceeds of the sale of the means to commit these crimes, in addition to potential allocations from the state budget, and all other resources related to the tasks of this fund.
As for expenses, they are expenses for assistance, care, health, psychological and social care for victims of human trafficking, and financing programs for the care and rehabilitation of victims of human trafficking, while contributing to the financing of national activities and plans, which are implemented by the state and the competent authorities and directed to victims of human trafficking.
In the same regard, this assistance is also directed to contribute to financing the facilitation of the voluntary and safe return of foreign victims to their countries or countries of residence, and to contribute to financing the reintegration of Algerians, victims of human trafficking.
The code of revenues and expenditures recorded in this account is determined by a joint decision between the Prime Minister or the Head of Government, as the case may be, and the Minister in charge of Finance. The methods for monitoring and evaluating Special Appropriation Account No. 158-302, whose title is the Fund for Assistance and Support of Victims of Human Trafficking, are determined by a joint decision between the Prime Minister or the Head of Government, as the case may be, and the Minister in charge of Finance.
The percentages for the benefit of this account are deducted from the amounts confiscated in these crimes, and from the proceeds of the sale of the means of committing them, in accordance with a joint decision between the Minister of Justice, Keeper of the Seals, and the Minister in charge of Finance.
