The project, covering nearly 47 hectares in An Khanh Ward, will be developed under a public-private partnership using a build-transfer model funded by a mix of land assets and state budget resources, according to authorities.
It is being built alongside the planned Ben Thanh–Thu Thiem section of metro line No. 2, forming a large-scale axis linking public transport with administrative and public spaces.
City officials said the development is designed to serve administrative, cultural and civic functions while improving urban connectivity in the eastern area.

The complex will include a central square, an administrative center, a multi-purpose theater combined with a conference venue, and a central park.
The administrative center is expected to rise about 30 stories and will serve as a centralized workplace for civil servants while providing modern public services.
The theater and conference complex will have around 2,000 seats and is intended to host performances, conferences and community events.

A central park featuring a lake of about 12 hectares will provide public space and act as a focal point of the development, while the square will accommodate pedestrian activities and large-scale events.
At the groundbreaking ceremony, chairman of the municipal People’s Committee Nguyen Van Duoc said the projects would help build a modern urban area with improved governance and public services.
He called on investors to ensure progress, quality and design standards.
Sun Group, an investor in the project, said it would mobilize financial and technical resources to deliver the development on schedule.
