    Strategy : Narsa continues the implementation of the National Road Safety Strategy (SNSR) and the National Plan 2026-2030, with the objective of strengthening governance, monitoring and evaluation of road safety actions. The Agency plans to equip itself with an integrated management system to centralize projects, monitor performance indicators, improve coordination between stakeholders and facilitate decision-making thanks to real-time dashboards. To achieve this ambition, Narsa wishes to benefit from specialized support in order to strengthen its strategic project management capabilities and to promote data as a lever for innovation.

    The National Road Safety Agency (Narsa) is accelerating the implementation of the National Road Safety Strategy (SNSR) as well as its new action plan. The ambition is to strengthen the governance of the sector through the establishment of effective mechanisms for monitoring, evaluation and management of projects related to road safety. In this perspective, the Agency intends to establish an integrated framework to effectively monitor the execution of the national strategy and its various programs. The objective is also to optimize project management through the adoption of methodologies and tools shared by all stakeholders, while disseminating a true project management culture within the road safety ecosystem. Narsa also focuses on the development of sustainable and mutually beneficial partnerships with its institutional and operational partners in order to guarantee effective and efficient implementation of the strategies engaged. The exploitation of data also constitutes a major axis of this approach.

    The Agency thus wishes to promote the information produced by its services and its partners to make it a lever for innovation and continuous improvement in road safety. In order to strengthen its steering and monitoring capabilities for its structuring projects, Narsa plans to be supported in the conduct of this strategic project. The overall objective is to have an integrated management system promoting performance, traceability of actions and decision-making based on reliable and up-to-date data. Concretely, the future platform will have to centralize all the action plans linked to the National Road Safety Strategy within a unified dashboard, offering better visibility of the actions undertaken. It will also make it possible to monitor performance indicators by action and by strategic pillar, in particular accident reduction rates according to regions, vehicle categories or any other relevant indicator. The tool should also strengthen coordination between the different actors by providing them with a collaborative space dedicated to the monitoring and management of joint projects. Automation features, such as notifications, reminders and alerts, will ensure smooth management of actions and compliance with deadlines. In addition, dynamic dashboards will provide a real-time view of the progress of projects, possible blocking points and critical alerts, thus facilitating strategic and decision-making management. This support is part of Narsa’s desire to realize and sustain value creation through the operationalization of its development plans as well as the National Road Safety Plan 2026-2030.

    Created under Law No. 103-14, published in Official Bulletin No. 6655 of March 12, 2018, Narsa is a public establishment with legal personality and financial autonomy. It was established to ensure in an integrated manner the missions relating to road safety previously carried out by several entities reporting to the Ministry of Equipment, Transport, Logistics and Water, in particular the Directorate of Road Transport and Road Safety, the National Committee for the Prevention of Traffic Accidents and the National Testing and Approval Center. Having entered into activity on January 1, 2020, the Agency was entrusted with expanded prerogatives in order to provide a more effective response to road insecurity in Morocco. This major institutional reform aims to align road safety management with international best practices.

    It is also accompanied by a modernization of public services linked to mobility, in particular the issuance of driving licenses, vehicle registration, their approval, technical inspection as well as automated monitoring of Highway Code violations. In accordance with the missions conferred on it by law, Narsa contributes to the development, implementation, monitoring and evaluation of the national road safety strategy. As such, the Agency carried out, in consultation with all stakeholders, an evaluation of the National Road Safety Strategy 2017-2026. This approach resulted in the development of a new National Road Safety Plan for the period 2026-2030, structured around three priority areas of intervention, five strategic pillars and a base composed of four framework conditions essential to the success and sustainability of the actions undertaken.
