Indicators: The Ministry of Agriculture, through the Strategy and Statistics Directorate, plans to establish an integrated digital platform to ensure the monitoring and evaluation of the “Green Generation 2020-2030” strategy. This project aims to centralize data, automate their processing and provide reliable indicators in order to improve the management of agricultural programs. The platform will offer a global vision of the progress of actions, facilitate decision-making and measure the impact of initiatives undertaken. Its implementation will take place in three phases: design, development and deployment.
The Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, through its Strategy and Statistics Directorate (DSS), is working on the establishment of an integrated platform for monitoring the “Green Generation 2020-2030” strategy. To do this, it has just launched a call for tenders for the design, development and deployment of this solution. Initiated in 2020, “Generation Green” defines the main orientations and axes of development of the agricultural sector by 2030. It is a continuation of the Green Morocco Plan, while opening new perspectives, particularly in terms of modernization of the sector and development of human capital in rural areas. The future platform will aim to centralize and structure data relating to the progress of programs, based on precise performance indicators. It will automate the collection and processing of information, ensure secure archiving, and produce dynamic activity reports. The tool also aims to provide a global, real-time view of the progress of initiatives, thus facilitating the identification of obstacles and the making of strategic decisions.
In addition to monitoring, the solution must measure the effectiveness and impact of the programs undertaken, while providing decision-makers with clear dashboards and relevant analyzes for optimized management. This launched project concerns the entire life cycle of the platform, from its design to its operational deployment, including development, skills transfer and post-deployment maintenance. The development of this project will be structured around three main phases, namely the design of the monitoring-evaluation platform, its technical development, then its deployment. The monitoring platform must also integrate the sector and region. As the ministry explains, the system must allow the physical and financial monitoring, at the national and regional levels, of the various programs of the Generation Green strategy and the sector contracts signed with the inter-professions and the agri-food industry, in particular the sustainability of agricultural development (consolidation of agricultural sectors, modernization and efficiency of distribution chains, quality, innovation and Green Tech, and resilience and eco-efficiency of agriculture) and the emergence of an agricultural middle class and human development (new generation of agricultural middle class, new generation of young agricultural entrepreneurs, new generation of agricultural organizations, new generation of support mechanisms).
For each of the programs, the system must ensure monitoring by region and at the national level in relation to the reference situation and the 2030 objective. This involves integrating a list of monitoring, result, performance and impact indicators by program of the Generation Green strategy.
In terms of overall impact, this solution must include indicators such as the number of households accessing the middle class, agricultural income, the number of jobs created, changes in labor productivity, changes in the added value of the sector or even the Gross Agricultural Domestic Product (GDP) and its contribution to national GDP.
