    The Ministry of National Education released, in 18 pages, the framework circular for school entry 2026/2027, which includes a set of organizational, pedagogical and administrative measures that must be taken at the level of public and private educational institutions, to ensure a smooth school start and receive students in the best conditions.
    In this regard, the Ministry issued firm instructions to its executive directors, urging them to address the problem of overcrowding by finding practical solutions to it, by conducting a comprehensive survey of schools that suffer from a shortage of classrooms or are witnessing pressure in the number of educational cohorts, while the methods of direct employment of professors who graduated from high schools were carefully determined, in addition to directing instructions to begin opening “contractual employment” for university graduates to cover the remaining vacant financial positions and fill those vacancies. Pedagogical.
    In a circular issued on September 14, under No. 465, the General Directorate of Education announced that the new framework publication, which serves as a practical guide and road map organizing the new school entry, came to translate the outcomes of the national symposium, and sets broad guidelines based on modernizing the educational facility, improving the quality of education, and framing various pedagogical, administrative, and social processes, and aims to establish a modern, organized, and technological school.

    Evaluations for all students in the first week of entry
    In the same circular, the Ministry, in the third axis of pedagogical evaluation, ordered the diagnosis of gains and support of learning, by organizing a “diagnostic evaluation” for the benefit of all students in the first week of school entry, with the aim of knowing the level of control in the basic units, monitoring the recorded difficulties and shortcomings, and exploiting its results in preparing “pedagogical support and treatment programs” during the school year.
    In addition to ensuring appropriate “pedagogical care” for students who face difficulties in learning or who show signs of risk of dropping out of school, and accompanying them in a way that helps improve their gains and enhance their school integration.
    As for how to develop the “pedagogical evaluation” system, the Ministry stressed the importance of adopting an evaluation system that combines numerical grades and descriptive assessment notes in the examination to evaluate the achievements of the educational stage, ensuring the provision of a more comprehensive and accurate picture of the student’s level of control over the targeted competencies, and enabling teachers and parents to identify strengths and areas of failure that require support.
    In addition to engaging in the analysis of quarterly and annual school results and various national evaluation processes, such as the gains assessment exam and the education certificate and baccalaureate exams on a periodic basis, and preparing analytical studies that include performance indicators, strengths, difficulties and shortcomings recorded.

    Incorporating “artificial intelligence” into educational practices
    The official directives also focused on the pedagogical dimension, by continuing to reform the education system, by expanding the teaching of the English language, consolidating previous gains, and restructuring the English language curriculum to include new levels in the intermediate stage.
    As well as incorporating artificial intelligence and modern technologies, employing digital applications in educational practices, and promoting logical thinking and strategic intelligence through popularizing chess and scientific competitions.
    On the other hand, the guardianship asked the education directors of the states, in the fourth axis, which includes “human resources and administrative and pedagogical supervision,” to complete the various administrative procedures related to school entry within the specified deadlines, by ensuring the end of the movement of employees, especially the movement calendar outside the administration in use, and opening transfer via “exchange” on an exceptional basis within the state, when necessary, taking into account the principle of entitlement.
    In addition, it was decided to begin organizing the process of recruiting professors through contracting and opening registrations to fill the remaining vacant financial positions.

    This is how graduate school professors will be taken care of
    In addition, it was decided to reappoint middle and secondary education teachers from high school graduates to professors, who were previously appointed at a stage that did not match their training, within the limits of real pedagogical need and merit order.
    In addition to appointing the unassigned surplus graduates of high schools for professors, before the year 2026, in the educational stage for which they were formed, and appointing school graduates with the title 2026, in the educational stage corresponding to their composition, according to the pedagogical positions and merit order, while taking care of the unassigned surplus of graduates of the same season when necessary, in accordance with the applicable provisions and regulations.

    Immediate appointments for new professors not involved in training
    Directions were also given to ensure the appointment of those who succeed in employment competitions and those who succeed in professional examinations, with the obligation to appoint those who succeed in recruitment competitions for professors who are not concerned with pursuing specialized training before final appointment as trainees, according to the order of merit.

    With regard to school services and social support, the Ministry, through the same circular, did not ignore the social dimension that affects wide categories of students and their families, stressing the necessity of achieving readiness from the first day of school entry, by emphasizing the immediate opening of school restaurants and adjusting transportation plans in coordination with local groups to ensure that students enroll in institutions in good conditions.
    As well as completing the disbursement of the private school grant (5,000 dinars) and ensuring the free distribution of textbooks to needy groups, in addition to supporting health detection and follow-up units (UDS) with the necessary medical structures and staff.

    Internal control of budgets
    Regarding structures, human resources, and financial governance, the circular stressed the optimal exploitation of resources, rationalization of public expenditures, activating internal control mechanisms and governance of public funds, and following up on the implementation of budgets, while continuing to rationalize expenditures.
    On the other hand, the guardianship was ordered to follow up on the implementation of the final judicial rulings related to the eviction of functional housing, as well as to complete the installation of individual meters for electricity, gas, and water.
